Cabinet Ministers Approve Draft Constitution on Amendment to Some New Articles

The draft constitution on amendment to some new articles was endorsed by the cabinet ministers in their weekly plenary meeting held here at the Peace Palace this morning under the chairmanship of Prime Minister Samdech Akka Moha Sena Padei Techo Hun Sen.
According to H.E. Phay Siphan, Minister Attached to the Prime Minister and Chairman of the Royal Government Spokesperson Unit, the Cabinet Meeting approved and changed some wording of the draft constitution on the amendment to the New Articles 19, 82, 106 (1), 119, and 137 of the Constitution of the Kingdom of Cambodia; and the Articles 3 and 4 of the Additional Constitutional Law to ensure the normal functioning of national institutions.
The approved draft constitution stipulates that the National Assembly President, Senate President, Prime Minister and Constitutional Council President must have a single Khmer nationality.
The National Assembly, the Senate, the Royal Government and the Constitutional Council are the nation’s supreme institutions responsible for making decisions on important matters that are the nation’s lifeblood to ensure national independence, sovereignty and territorial integrity of Cambodia; the nation’s and people’s supreme interests; and the absolute opposition to foreign interference in the internal affairs or to order on national and international policies of Cambodia.
On this basis, National Assembly President, Senate President, Prime Minister and Constitutional Council President are all obliged to take the oath of office in the presence of the King by making a firm commitment to be loyal to the nation and protect the supreme interests of the Cambodian nation and people. At the same time, the Constitution of the Kingdom of Cambodia and related laws also require that all MPs, senators, Prime Minister and members of the Constitutional Council must be Cambodian nationals by birth.
Moreover, the president, vice presidents and members of the National Election Committee, which is also an institution enshrined in the Constitution, are also required by law to be of Khmer nationality by birth and to have only one Khmer nationality in order to ensure the fulfillment of their duties related to the election work so that it is conducted independently to ensure the protection of national interests from external interference in the internal affairs of the election process.

Japan to Extend Almost US$73 Million to Support Various Projects in Cambodia

The Government of Japan will provide up to nearly US$73 million in loan and grant aid to Cambodia to support various development projects, pointed out a press release of the Ministry of Foreign Affairs and International Cooperation (MFAIC) made public this morning.
Both sides will sign the Exchange of Notes and related documents on the extension of the financial assistance here at the MFAIC on Oct. 11.
H.E. Prak Sokhonn, Deputy Prime Minister, Minister of MFAIC, and H.E. Mikami Masahiro, Japanese Ambassador of Japan to Cambodia, will be the signatories.
According to the press release, of the total amount, US$58.2 million is a loan for the implementation of Siem Reap Water Supply Expansion Project (II), and the rest is grant aid for the implementation of Economic and Social Development Programmes: US$1.8 million for Landmine Action Sector, US$2.27 million for Construction Material Sector, US$2.27 million for Cadastral Survey Sector, US$3.63 million for Human Resource Development Sector, and US$4.54 million for Manufacturing Sector.
The above loan and grant aid extended by the Government of Japan will significantly contribute to promoting the economic and social development of the Kingdom of Cambodia as well as further strengthening the existing good relations and bond of friendship between the two countries, the same source underlined.

Cambodia Registers Over 660,000 Domestic Tourists during Pchum Ben Holiday

Some 664,697 domestic tourists were recorded during the three days of Pchum Ben holiday, from Oct. 5 to 7, Ministry of Tourism said in a report released this morning.
The most visited tourism destination was Kampot province, followed by Kep, Preah Sihanouk, Pursat, Kampong Speu, Battambang, Kampong Cham, and Siem Reap provinces, it pointed out.
On the last day of Pchum Ben break alone, 244,256 people travelled across Cambodia, of them 242,881 were national visitors and 1,375 were foreigners. The figure saw decline by 10.01 percent compared to that of the second day, but an increase by 63.92 percent compared to the first day.
All Provincial and Municipal Departments of Tourism have been actively promoting and implementing the Standard Operating Procedure (SOP) introduced by the Ministry of Tourism.

COVID-19: National Counts Rise to 114,351

The total confirmed cases of the novel coronavirus (COVID-19) jumped to 114,351, after 203 new cases were detected, a press release of the Ministry of Health said this morning, underlining that these are PCR test results.
Almost all the new infections are locally transmitted cases linked to the Feb. 20 Community Event while only 9 were imported, added the same source.
Moreover, the ministry announced the recoveries of 547 more patients, but 18 new deaths; the total cured and death cases in the Kingdom thus stood at 106,839 and 2,459, respectively.
The first COVID-19 case was reported in Cambodia in late January 2020 in Preah Sihanouk province. The confirmed cases have surged quickly this year due to the Feb. 20 incident.

Cambodia to Join a High-Level Meeting in Serbia Next Week

Cambodia will participate in the “Commemorative High-Level Meeting on the occasion of marking the 60th anniversary of the first Conference of the Non-Aligned Countries” to be held in Belgrade, the Republic of Serbia on Oct. 11-12.
H.E. Ouch Borith, Minister Attached to the Prime Minister and Standing Secretary of State of the Ministry of Foreign Affairs and International Cooperation (MFAIC), will represent Samdech Akka Moha Sena Padei Techo Hun Sen, Prime Minister of the Kingdom of Cambodia, to physically attend and deliver a statement at the forthcoming international event.
According to an MFAIC’s press release, co-hosted by H.E. Mr. Ilham Aliyev, President of the Republic of Azerbaijan and current Chair of the Non-Aligned Movement (NAM), and H.E. Mr. Aleksandar Vučić, President of the Republic of Serbia, the Meeting will provide opportunity for the participants to reflect their commitment to the five main principles of the NAM, namely: 1) mutual respect for each other’s territorial integrity and sovereignty, 2) mutual non-aggression, 3) mutual non-interference in domestic affairs, 4) equality and mutual benefit and 5) peaceful co-existence which have always been contributing to the promotion of world peace and cooperation. Regional and international issues of common interest and concern are also expected to be raised.
H.E. Ouch Borith’s remarks will focus on the importance of supporting the five principles of the NAM and commitment to the United Nations Charter, promotion of sustainable development and human right, the crucial roles of the NAM and the rule of law for the small states, vaccine multilateralism, and COVID-19 pandemic and its recovery response efforts, stressed the press release.
