Philips provides update on the test and research program in connection with the CPAP, BiPAP and Mechanical Ventilator recall notification*

Amsterdam, the Netherlands – On June 14, 2021, Royal Philips’ (NYSE: PHG, AEX: PHIA) subsidiary, Philips Respironics, initiated a voluntary recall notification* for certain sleep and respiratory care products to address potential health risks related to the polyester-based polyurethane (PE-PUR) sound abatement foam in these devices. Since then, together with certified testing laboratories and other qualified third-party experts, Philips Respironics has been conducting a comprehensive test and research program on the PE-PUR foam to better assess and scope potential patient health risks related to possible emission of particulates from degraded foam and certain volatile organic compounds (VOCs). Philips Respironics is now providing an update on part of this test and research program. Specifically, this update covers the test results and assessment to date of the VOC emissions of the first-generation DreamStation devices. The first-generation DreamStation devices represent the majority of the registered affected devices. Additional testing is ongoing.**

Review of this assessment by an outside medical panel and Philips Respironics has determined that exposure to the level of VOCs identified to date for the first-generation DreamStation devices is not typically anticipated to result in long-term health consequences for patients.

The update on these findings is intended to inform healthcare providers of the most recent data, but the overall guidance for physicians and patients in the recall notification remains unchanged at this time.

At the time the recall notification was issued, Philips Respironics relied on an initial, limited data set and toxicological risk assessment. Since then, using ISO 18562 guidance, VOC toxicological risk assessments were performed by certified testing laboratories and a qualified third-party expert based on the initial and new VOC testing performed to date. Philips Respironics has made this data available to the FDA and other competent authorities and is in the process of sharing this data with healthcare providers and patients.

It is important to note that the tested DreamStation devices were not exposed to ozone cleaning, in accordance with the instructions for use. Additionally, this new assessment is limited to the evaluation of VOCs for first-generation DreamStation devices, and does not evaluate the risks of potential foam particulates or cover other devices affected by the recall. Further health risk assessments are ongoing.**

Comprehensive particulate testing and analyses are now expected to be completed in the second quarter of 2022, as testing protocols in compliance with the full extent of the relevant ISO standards for all affected product platforms require long lead times of multiple months. Philips Respironics will continue to provide updates on findings from these assessments.

GDCE’s New Office Building Officially Inaugurated

The new office building of the General Department of Customs and Excise (GDCE) of the Ministry of Economy and Finance was put into official use this morning.
The inauguration ceremony was presided over by Samdech Akka Moha Sena Padei Techo Hum Sen, Prime Minister of the Kingdom of Cambodia.
Addressing to the event, Samdech Techo Prime Minister said the inauguration ceremony coincides with the 70th anniversary of the establishment of customs administration of Cambodia. He also spoke highly of the efforts and achievements of the GDCE in generating state revenues.
According to H.E. Aun Pornmoniroth, Minister of Economy and Finance, the new building of 35 storeys is 120 metre high, 54 metre long and 26 metre wide.
With eight storeys for parking, including two underground, the GDCE’s new office building is composed of offices, meeting rooms, canteen, fitness club, steam and sauna rooms, sky bar, and so on.
A 12-storey building of the National School of Customs located in OCIC development area in Sangkat Prek Tasek, Khan Chroy Changvar, Phnom Penh, and the newly-renovated Museum of Customs were also inaugurated on the occasion.

Cambodia to Foster Agricultural Collaboration with Vietnam

Cambodia and Vietnam are committed to foster agricultural collaboration between the two countries.
The commitment was made in a meeting between H.E. Veng Sakhon, Minister of Agriculture, Forestry and Fisheries and H.E. Le Quoc Doanh, Vice Minister of Agriculture and Rural Development of the Socialist Republic of Vietnam here in Phnom Penh recently.
H.E. Veng Sakhon spoke highly of bilateral cooperation between Cambodia and Vietnam, adding that many Vietnamese companies are operating in Cambodia, especially in agriculture.
Vietnam, continued the minister, is a big market for Cambodia’s agricultural products such as paddy rice, cassava, corn, cashew nuts, mangoes, bananas and rubber.
From his end, H.E. Le Quoc Doanh lauded the good cooperation between the two countries’ ministries driving remarkable trade volume among the two nations.
According to H.E. Le Quoc Doanh, for the first 11 months of 2021, Cambodia’s agricultural exports to Vietnam valuated at US$3.73 billion, while its import from Vietnam was US$3.32 billion.
The meeting also touched on technical cooperation on sub-sector related to Sanitation and Phytosanitation (SPS), illegal cross-border forest and wildlife trading management and prevention, rubber cooperation and technical support for the aquaculture of fisheries sub-sector.

Cambodian PM Reconfirms Sovereign Services

Prime Minister Samdech Akka Moha Sena Padei Techo Hun Sen, Prime Minister of the Kingdom of Cambodia, reconfirmed here some of the nation’s sovereign services and strongly opposed any interference in those services.
At the inauguration ceremony of the new office building of the General Department of Customs and Excise (GDCE) held here this morning, Samdech Techo Hun Sen said the GDCE and the General Department of Taxation (GDT) are the two major institutions representing the sovereign services of the nation.
The Premier expressed his firm stance to protect these sovereign services and oppose any attempt to interfere in them.
Samdech Techo Hun Sen also revealed that some foreign experts had recommended Cambodia to sell the custom services to private company under custom service reforms.
The Prime Minister voiced his strong support for the modernisation of the national sovereign services.

PM Says No More Tolerance for Untaxed Vehicles on Road

Prime Minister Samdech Akka Moha Sena Padei Techo Hun Sen this morning said there will be no more tolerance for untaxed vehicles on road from Dec. 31, 2021 onwards.
While presiding over the inauguration ceremony of the new office building of the General Department of Customs and Excise (GDCE) of the Ministry of Economy and Finance, Samdech Techo Hun Sen called on all owners of untaxed vehicles to pay tax with 10 percent discount until Dec. 31, 2021.
After the date (Dec. 31, 2021), they have to pay full tax, the Premier underlined.
According to the statistics of GDCE quoted by Khmer Times, in Cambodia there are around 10,000 untaxed vehicles on road and until Oct. 26, 2021, only 542 vehicles owners have paid the vehicle taxes.
The GDCE confirmed that from Jan. 1 to June 30, 2022, duty free left-hand drive vehicles will be required to pay full tax without any tax breaks by the deadline, and from July 1, 2022, duty-free vehicles will be subjected to severe crackdowns, and right-hand drive vehicles will be disassembled or destroyed.
