Cambodia, Japan Sign Key Documents

Samdech Akka Moha Sena Padei Techo Hun Sen, Prime Minister of the Kingdom of Cambodia, and his visiting Japanese counterpart, H.E. Kishida Fumio presided over here on Nov. 12 the signing ceremony of a number of important documents, according to a press release from the Ministry of Foreign Affairs and International Cooperation.
H.E. Prak Sokhonn, Deputy Prime Minister and Minister of Foreign Affairs and International Cooperation, signed with H.E. Mikami Masahiro, Ambassador of Japan to Cambodia on an Exchange of Notes and related documents on the Extension of Japanese Grant Aid as follows:
1. Up to the maximum amount of JPY 2,451,000,000 (approximately US$17 million) for the purpose of contributing to the implementation of the Project for the Construction of Training Complex and Outreach Facility of Cambodian Mine Action Centre (Grant Project executed under JICA);
2. Up to maximum amount of JPY 1,150,000,000 (approximately US$8 million) for the purpose of contributing to the implementation of the Economic and Social Development Programme (Grant Project executed under MOFA, Japan);
3. Up to the maximum amount of JPY 436,000,000 (approximately US$3 million) for the purpose of contributing to the implementation of the Project for the Improvement of Infectious Waste Management (Grant Project executed under JICA); and
4. Up to maximum amount of JPY 3,361,000,000 (approximately US$23.3 million) for the purpose of contributing to the implementation of the Project for the Expansion of Phum Prek Water Supply System (Grant Project executed under JICA).
At the event, H.E. Aun Pornmoniroth, Deputy Prime Minister and Minister of Economy and Finance, signed with Ms. Kamei Haruko, Chief Representative of Japan International Cooperation Agency (JICA) Cambodia Office, on the Grant Agreements for the above-mentioned three projects executed under JICA; and with Mr. Toshimitsu Imai, Executive Vice President of Toyota Tsusho, on the Corporation Memorandum of Understanding between the Ministry of Economy and Finance and Toyota Tsusho Corporation.
The above grant aid extended by the Government of Japan will significantly contribute to the Royal Government of Cambodia’s efforts to stimulate economic and social development of the Kingdom, and further enhance the existing good cooperation and bonds of traditional friendship between the two countries.

UN Secretary General Appreciates Cambodia’s Role on Serious Global Challenges

The Secretary-General of the United Nations H.E. António Guterres has spoken highly of Cambodia’s role on serious global challenges, which deepen divisions threatening global peace and security.
The UN chief made the remarks at the 12th ASEAN-UN Summit hosted by Cambodia in Phnom Pen on Nov. 11.
“It is a pleasure to be here (Phnom Penh) in person for the first time in three years. My thanks to Cambodia as the Chair of ASEAN for its important efforts at this time of serious global challenges,” he underlined.
Many countries in the global south, battered by the COVID-19 pandemic and the climate crisis, face severe restrictions on their access to food, energy and finance – exacerbated by the war in Ukraine and crushing debt, H.E. António Guterres said.
Geopolitical divides are contributing to global insecurity, triggering new conflicts and making it increasingly difficult to end old ones, he added.
The UN secretary-general said there is a growing risk that the global economy will be divided into two parts, led by the two biggest economies – the United States and China. A divided global economy, with two different sets of rules, two dominant currencies, two internets, and two conflicting strategies on artificial intelligence, would undermine the world’s capacity to respond to the dramatic challenges we face.
“This decoupling must be avoided at all costs. And ASEAN member states are particularly well-placed to help bridge it. We need to strengthen our collective efforts to find multilateral solutions, weather geopolitical storms, and get the SDGs back on track. Regional organisations, including ASEAN, have a vital role to play,” he said.
According to H.E. António Guterres, the United Nations greatly appreciates ASEAN’s strong partnership and steadfast commitment to multilateralism and regional cooperation. ASEAN has an essential role in advancing human rights, fundamental freedoms and inclusive political participation as elements in building true, stable and peaceful societies. And ASEAN has a key role to play in the development of a strong global economy worldwide.

UN Chief Says Myanmar’s Crisis is a Nightmare of ASEAN and Its People

The Secretary-General of the United Nations H.E. António Guterres said that the political, security, human rights and humanitarian situation in Myanmar is sliding ever deeper into catastrophe.
In a press conference this morning on the sidelines of the 40th and 41st ASEAN Summit and Related Summit in Phnom Penh, H.E. António Guterres said the crisis there is the nightmare for the Myanmar people and ASEAN.
“I condemn the escalating levels of violence, the disproportionate use of force, and the appalling human rights situation in Myanmar,” he said.
Indiscriminate attacks on civilians may constitute war crimes under international law, said H.E. António Guterres, reiterating his call for the Myanmar authorities to release all political prisoners and launch an inclusive process immediately to return to the democratic transition.
This is the only route to lasting peace and security, the UN chief underlined.
H.E. António Guterres also welcomed ASEAN’s approach through the Five-Point Consensus, and urged all countries, including ASEAN members, to seek a unified strategy towards Myanmar, centred on the needs and aspirations of the Myanmar people.

Cambodia, India Satisfied with Existing Relations and Cooperation

Cambodia and India have expressed satisfaction with the existing traditional relations of friendship and good cooperation, particularly on politics, economy, education, and culture.
The satisfaction was emphasised by Samdech Akka Moha Sena Padei Techo Hun Sen, Prime Minister of the Kingdom of Cambodia, and visiting H.E. Jagdeep Dhankha, Vice-President of the Republic of India, during their bilateral meeting held here on Nov. 12, on the sidelines of the ASEAN Summits and Related Summits, according to a press release of the Cambodian Ministry of Foreign Affairs and International Cooperation.
Samdech Techo Prime Minister reiterated Cambodia’s support to India to become a Permanent Member of the UN Security Council, for which Vice-President Jagdeep Dhankha expressed Indian government’s gratitude.
The two Leaders touched on the longstanding relations of friendship between both nations. Samdech Techo Prime Minister underlined that India is the first democratic country that recognised Cambodia after the liberation of the country and recalled his first visit to India in 1981 opening the new page in Cambodia-India relations. Vice-President Jagdeep Dhankha highly appreciated Samdech Techo’s important role in moving the bilateral ties to a new height.
Vice-President Jagdeep Dhankha told Samdech Techo Prime Minister that India is looking forward to the State Visit by His Majesty the King of Cambodia to India next year and the upcoming visit this year by H.E. General Hun Manet, Deputy Commander of the Royal Cambodian Armed Forces and Commander of the Royal Cambodian Army with a view to commemorate the 70th Anniversary of the Establishment of Cambodia-India Diplomatic Relations and to further strengthen the bilateral ties.
The two Leaders discussed the strengthening of the relations while Samdech Techo Prime Minister noted with pleasure the increasing volume of bilateral trade and encouraged both sides to explore the possibility to further increase it. He also pushed the cooperation on mine clearance to help Cambodia reach its goal of “A Mine-Free Cambodia by 2025”. Samdech Techo Prime Minister thanked the Indian government for providing assistance on human resource development, ancient temples conservation, and water resource development for agriculture.
Following the bilateral meeting, Samdech Techo Prime Minister Hun Sen and Vice-President Jagdeep Dhankha presided over the exchange ceremony of four signed documents: Memorandum of Understanding between the Institute of Technology of Cambodia and the Indian Institute of Technology, Jodhpur for Digitisation of Cambodian Heritage Sites; Memorandum of Understanding between the Ministry of Environment, the Kingdom of Cambodia and the Ministry of Environment, Forest and Climate Changes, Republic of India on Cooperation in Biodiversity Conservation and Sustainable Wildlife Management Recovery Strategy of Tiger and its Habitat; Memorandum of Understanding between the Ministry of Health of the Kingdom of Cambodia and the Ministry of Health and Family Welfare of the Government of the Republic of India on Cooperation in the field of Health and Medicine; Financing Agreement between the Royal Government of Cambodia and the Government of the Republic of India for Conservation and Preservation of Wat Raja Bo Pagoda paintings in Siem Reap, Cambodia.

Ukrainian Foreign Minister Lauds Cambodia’s International Political Leadership

The Ukrainian Foreign Minister H.E. Dmytro Kuleba this morning expressed his highly appreciation for Cambodia’s commitment in the Ukraine-Russia War and the Kingdom’s political leadership at the international arena.
The foreign minister made the comments at a press conference here this morning on the sidelines of the 40th and 41st ASEAN Summits and Relevant Summits hosted by Cambodia.
“We appreciate the position that Cambodia has taken in September at the United Nations, and during my stay in Phnom Penh, I feel Cambodia understand well the Ukraine issue. We appreciate Cambodia’s support at the United Nations, as well as the deployment of Cambodian demining experts to Ukraine,” he said.
H.E. Dmytro Kuleba hoped that Cambodian demining experts will help their Ukrainian counterparts in clearing landmines.
Regarding the deployment, in the meeting in Phnom Penh on Nov. 10 with H.E. Dmytro Kuleba, H.E. Prak Sokhonn, Cambodian Deputy Prime Minister, Minister of Foreign Affairs and International Cooperation affirmed Cambodia’s readiness to train Ukrainian deminers, in collaboration with Japan.
H.E. Prak Sokhonn also reiterated Cambodia’s positions in principle on the war in Ukraine and hoped that a peaceful solution to end the war would be reached soon so that Ukraine would regain peace, stability and development.
The Cambodian top diplomat congratulated Ukraine on the accession to the Treaty of Amity and Cooperation in Southeast Asia (TAC) and recalled the fruitful recent phone discussion between Samdech Akka Moha Sena Padei Techo Hun Sen, Prime Minister of the Kingdom of Cambodia, and H.E. Volodymyr Zelensky, President of Ukraine, on Nov. 1, 2022.
For his part, H.E. Dmytro Kuleba congratulated H.E. Prak Sokhonn on the success of Cambodia’s Chairmanship of ASEAN and also wished Cambodia success in hosting the 40th and 41st ASEAN Summits and Related Summits.
