Cambodian PM Holds Bilateral Talks with U.S. President

Cambodian Prime Minister Samdech Akka Moha Sena Padei Techo Hun Sen as the ASEAN Chair 2022 this afternoon held a brief meeting with visiting U.S. President H.E. Joseph Robinette Biden, Jr. before the 10th ASEAN-U.S. Summit in Phnom Penh.
According to H.E. Eang Sophalleth, Personal Assistant to the Cambodian Prime Minister, said H.E. Joseph Robinette Biden, Jr. thanked Samdech Techo Hun Sen for sending a clear message about Russia’s aggression against Ukraine.
The U.S. president informed Samdech Techo Hun Sen that the ASEAN Community is very important to the U.S., especially to his Administration, and the U.S. supports ASEAN’s unity and centrality.
H.E. Joseph Robinette Biden, Jr. also praised the measures taken by Cambodia as the ASEAN Chair in an effort to resolve the Myanmar crisis.
In response, Samdech Techo Hun Sen thanked H.E. Joseph Robinette Biden, Jr. for attending the ASEAN-related summits in Phnom Penh, which demonstrates the U.S.’ attention to ASEAN.
The Cambodian Premier told H.E. Joseph Robinette Biden, Jr. about Cambodia’s initiative to help demining in Ukraine under the cooperation with Japan. At the same time, Samdech Techo Hun Sen underlined Cambodia’s stance to oppose any intimidation and threat of using nuclear weapons.
Samdech Techo Hun Sen also expressed his gratitude to the U.S. for repatriating Khmer artifacts to Cambodia, making the U.S. the leading country in returning cultural treasures to Cambodia.

PM Hun Sen to Attend G20 Summit and APEC Leaders’ Informal Dialogue Next Week

Samdech Akka Moha Sena Padei Techo Hun Sen, Prime Minister of the Kingdom of Cambodia, will lead a high-ranking delegation to participate in the G20 Summit and the APEC Leaders’ Informal Dialogue from Nov. 15-18, 2022.
Samdech Techo Hun Sen’s participation in the G20 Summit will be made at the invitation of H.E. Joko Widodo, President of the Republic of Indonesia as the President of the G20 Summit in 2022, according to a press release of the Ministry of Foreign Affairs and International Cooperation.
Under the Indonesian G20 Presidency’s theme “Recover Together, Recover Stronger”, Samdech Techo Hun Sen will deliver his interventions at the Working Session I on Food and Energy Security and Working Session II on Health, which will accentuate the importance of multilateralism and collaboration towards the goal of sustainable post-pandemic recovery.
During his stay in Bali, Samdech Techo Prime Minister will take part in the Informal Dinner hosted by President of France and is expected to hold bilateral meetings with some Heads of Delegation.
Cambodia’s participation in the Summit this year is indicative of ASEAN’s pivotal role in the regional architecture and the current ASEAN Chair’s commitment to synergising and synchronising ASEAN’s key priorities with those of other regional and international forums toward attaining peace and sustainable development.
Samdech Techo Hun Sen, as a Guest of the Chair, will attend the “APEC Leaders’ Informal Dialogue with Guests” on Nov. 18, 2022 in Bangkok, Thailand, at the invitation of H.E. Gen. Prayut Chan-o-cha, Prime Minister of the Kingdom of Thailand.
Samdech Techo Prime Minister, as the ASEAN Chair 2022, will address the opening session of the Dialogue focusing on sustainable growth and deliver remarks at the Working Session II on “Promoting Sustainable Trade and Investment between APEC and its Trading Partners”.
His intervention will contribute to enriching the discourse on sustainable growth and expanding cooperation between APEC and its external partners in line with APEC 2022’s theme of “Open. Connect. Balance”.
While attending APEC, Samdech Techo Prime Minister, together with other APEC Leaders, will attend the Royal Audience with His Majesty King Maha Vajiralongkorn Phra Vajiraklaochaoyuhua of the Kingdom of Thailand, and Her Majesty Queen Suthida Bajrasudhabimalalakshana, at the Grand Palace.
On the sideline of the summit, Samdech Techo Prime Minister will also have a bilateral meeting with French President Emmanuel MACRON on Nov. 18.

ASEAN and U.S. Leaders Launch Comprehensive Strategic Partnership

The ASEAN Leaders and U.S. President H.E. Joseph Robinette Biden, Jr. launched here this afternoon at the 10th annual ASEAN-U.S. Summit in Phnom Penh the Comprehensive Strategic Partnership (CSP) to further demonstrate the United States’ prioritisation in the bloc and the ASEAN-led regional architecture especially peace and prosperity.
The information was shared by Secretary of State at the Cambodian Ministry of Foreign Affairs and International Cooperation H.E. Kung Phoak, Spokesperson for the 40th and 41st Summits and Related Summits at a press conference this evening.
On the occasion, he continued, the ASEAN and U.S. Leaders also expressed their commitment to further enhance the cooperation between both sides and exchanged their views on trade and economy and so on.
According to the White House, in the summit, H.E. Joseph Robinette Biden reaffirmed the U.S.’ strong support for ASEAN centrality and the ASEAN Outlook on the Indo-Pacific, building on the historic success of the first-ever ASEAN-U.S. Special Summit in Washington, DC earlier this year.
Under the framework of the newly established ASEAN-U.S. Comprehensive Strategic Partnership, the U.S. and ASEAN will institutionalise and expand cooperation in each of these important areas, in order to support robust implementation of the ASEAN Outlook on the Indo-Pacific and promote a free and open region that is connected, prosperous, secure, and resilient.
H.E. Joseph Robinette Biden also reviewed implementation of the many new ASEAN-U.S. initiatives that he has launched with ASEAN Leaders over the past year, and also announced several new initiatives designed to support the four pillars of the ASEAN Outlook: maritime cooperation, connectivity, the UN sustainable development goals, and economic cooperation.

Cambodia, Australia to Tackle Security and Economic Challenges

Cambodian Prime Minister Samdech Akka Moha Sena Padei Techo Hun Sen and Australian counterpart, H.E. Anthony Albanese discussed about regional security and economic challenges, as well as the bilateral cooperation, during their bilateral meeting here this morning.
H.E. Eang Sophalleth, Assistant to the Cambodian Prime Minister, told reporters after the meeting that both leaders looked back on the historical diplomatic relations as well as Australia’s support for Cambodia in the past and at the present day.
For his part, H.E. Anthony Albanese spoke highly of the relations and cooperation with Cambodia as the countries marked the 70th year of their diplomatic ties.
“We marked the 70th year of relations between our two nations, Australia is working together with Cambodia and ASEAN countries to tackle shared security and economic challenges in our region,” he tweeted.
Besides, H.E. Anthony Albanese met with Ukrainian Foreign Minister H.E. Dmytro Kuleba and attended the 2nd ASEAN-Australia Summit in Phnom Penh.

Australia Deepens Engagement with Southeast Asia

Australia has highly valued the relations with ASEAN, reflected by the attendance of Australian Prime Minister H.E. Anthony Albanese in the 2nd Annual ASEAN-Australia Summit and the 17th East Asian Summit (EAS) in Phnom Penh.
According to a statement released today, the Australian leader’s attendance at the summits demonstrates the Australian Government’s commitment to deepening our engagement with Southeast Asia and addressing the shared challenges facing in the region.
At today’s 2nd Annual ASEAN-Australia Summit, H.E. Anthony Albanese reiterated Australia’s commitment to working with ASEAN to address shared challenges including food and energy security, climate change and regional stability.
The Prime Minister and ASEAN Leaders issued a Joint Statement on Cooperation under the ASEAN Outlook on the Indo-Pacific (AOIP) outlining their aspirations for the region Australia shares with ASEAN – one that is stable, peaceful, resilient and prosperous.
During the Summit, the Australian Prime Minister articulated his Government’s commitment to deepening engagement with Southeast Asia including through the appointment of eminent Australian business leader, Nicholas Moore, to lead development of the Southeast Asia Economic Strategy to 2040, which will set out a pathway to strengthen Australia’s economic engagement with the region. He also proposed to ASEAN leaders that Australia host a Commemorative Summit in 2024, to mark the 50th anniversary of Australia’s dialogue partnership with ASEAN. Australia was ASEAN’s first dialogue partner in 1974.
“We come together as neighbours and steadfast partners and friends. We are united not only by geography but by our determination to advance common interests and principles. Australia is proud to be ASEAN’s oldest Dialogue Partner. For close to five decades, our partnership has stood for mutual respect and cooperation among sovereign nations. I come here to reaffirm Australia’s commitment to this effort,” he said in his remarked to 2nd Annual ASEAN-Australia Summit.
At tomorrow’s East Asia Summit, H.E. Anthony Albanese will reaffirm Australia’s steadfast support for ASEAN centrality and ASEAN-led architecture, and discuss key strategic issues with regional leaders, including Russia’s war in Ukraine, the region’s energy transition and climate action, and food security.
After Cambodia, H.E. Anthony Albanese will travel to Bali, Indonesia to attend the G20 Bali Summit.
