Mackerel Fishing Ban Notified

Koh Kong Provincial Administration has imposed a ban for mackerel fishing in its sanctuary located in Mondul Seima and Koh Kong districts of Koh Kong province.
Released recently, the ban is applicable for fishing zones stretching from Peam Krasoab commune, Mondul Seima district to Koh Kapi commune, Koh Kong district from Dec. 1, 2022 to Mar. 31, 2023.
The ban aims to contribute to the sustainable management of mackerel stocks in line with the National Fisheries Policy and to ensure a better mackerel sanctuary ecosystem.
According to the Ministry of Agriculture, Forestry and Fisheries, fishery products in 2021 were about 930,000 tonnes – 410,000 tonnes from freshwater, 120,000 tonnes from the sea, and 400,000 tonnes from aquaculture.

Cash Subsidy for Vulnerable Households Pressured by Inflation

Ministry of Economy and Finance has issued a ministerial decision on the mechanism and legal procedure of cash subsidy programme for vulnerable households during the inflation pressure.
The decision was issued early this month under the name of Deputy Prime Minister H.E. Aun Pornmoniroth, Minister of Economy and Finance and the Chairperson of the National Social Protection Council (NSPC).
The vulnerable households identified will be entitled to three rounds of the cash subsidy – first on Dec. 10, 2022; second on April 10, 2023; and third on July 10, 2023 – through Wing agents across the country.
Each targeted household in Phnom Penh capital will receive 99,900 Riel (about 4,100 Riel equal to US$1) and another 28,000 Riel for one additional family member.
A targeted household in urban areas and rural areas will get 87,300 Riel and 81,300 Riel each respectively, and another 24,000 Riel and 20,000 Riel respectively for one additional family member.
Households adversely affected by the recent flood who already received the cash subsidy for their vulnerability are not entitled to the first round of the assistance under this decision, but will be included for the support in the second and third rounds.
The Ministry of Planning will take the lead in identifying the vulnerable households that fit the cash assistance from the government.
The cash subsidy programme for vulnerable household during the inflation pressure will be implemented within NSPC framework in collaboration with concerned ministries and bodies.

DPM PRAK Sokhonn: Cambodia-ROK FTA to Further Enhance Healthy Bilateral Economic Cooperation

The Cambodia-Republic of Korea (ROK) Free Trade Agreement that has entered into force on Dec. 1 this year, will further enhance the current healthy bilateral economic cooperation, particularly on trade and investment.
The expectation was made by H.E. PRAK Sokhonn, Deputy Prime Minister, Minister of Foreign Affairs and International Cooperation, while receiving a farewell visit from outgoing ROK Ambassador to Cambodia H.E. PARK Heung-kyeong i. n Phnom Penh this morning, according to a press release of the Ministry of Foreign Affairs and International Cooperation.
On the occasion, the Cambodian Deputy PM hailed the achievements registered during Ambassador PARK Heung-kyeong’s tenure, and praised the contribution made by the Envoy in strengthening the relations and cooperation between both nations.
Both sides recalled the exchange of high-level visits in this year, among them the visits of Samdech Techo Prime Minister HUN Sen in February and Samdech Vibol Sena Pheakdei SAY Chhum, President of the Senate, in April, the visit of President YOON Suk Yeol to attend the ASEAN-Related Summits last November in Phnom Penh as well as the official visit of the Deputy PM himself in September last year, during which he co-chaired the Mekong-ROK Foreign Ministers Meeting.
Deputy PM PRAK Sokhonn expressed sincere thanks for the assistance extended to Cambodia by the ROK’s government in socio-economic development and in the fight against Covid-19. He referred with pleasure to the good cooperation on economy, the remarkable increase in bilateral trade, the flow of ROK’s investment to Cambodia, the presence of several well-known Korean companies in the Kingdom, the increasing exports of Cambodian mangos to ROK and the Korean assistance in health sector.
Deputy PM PRAK Sokhonn highlighted Cambodian position on some regional and international issues, particularly on Myanmar crisis and the situation in the Korean Peninsula. Ambassador PARK Heung-kyeong extended congratulations for Cambodia’s successful ASEAN Chairmanship and complimented the leadership and arrangement of the country as the host and chair of the AMM and Related Meeting as well as the ASEAN Summits and Related Summits. He also admired the endeavors undertaken by the Deputy PM as Special Envoy of the ASEAN Chair on Myanmar. The Deputy PM expressed thanks for ROK’s support and cooperation during the whole year of Cambodia’s ASEAN Chairmanship.

JCI World Seeks Cambodia’s Support for JCI 2024 in Siem Reap

Junior Chamber International (JCI) has sought support from the Cambodian Ministry of Foreign Affairs and International Cooperation (MFAIC) in organising different programmes, particularly the upcoming JCI 2024 to be held in Siem Reap.
The request was made by Mr. Argenis ANGULO, JCI World President for 2022 while paying here on Dec. 6 a courtesy call on H.E. PRAK David, Under Secretary of State and Deputy Head of the Economic Diplomatic Coordinating Group at MFAIC.
H.E. Ms. SROUR Narya, President of JCI Cambodia for 2022, was also present on the occasion.
According to MFAIC, H.E. PRAK David and JCI representatives discussed a range of potential opportunities for cooperation between the two institutions, in line with the Economic Diplomacy Strategy 2021-2023, to bolster trade, investment and economic growth in pursuit of mutual benefit.

Cambodia’s Economy is Recovering but Could Face Headwinds, World Bank Report Says

Cambodia’s economy is recovering well after COVID-19, but global headwinds could pose risks to a positive outlook in months to come, the World Bank said in a report released today.
The World Bank forecasts economic growth of 4.8 percent in 2022 as the post-pandemic economic recovery expands thanks to a rebound in tourism, the World Bank’s Cambodia Economic Update for December 2022 said.
According to the report, Cambodia’s garment industry, travel goods and footwear exports have been resilient. The services sector, especially travel and tourism, has done well since the introduction of the “Living with COVID-19” strategy in late 2021, and total international visitor arrivals have steadily increased, reaching 1.2 million in the first nine months of 2022. Business and consumer confidence have risen and both domestic and foreign investment have increased.
Economic growth is projected to accelerate to 5.2 percent in 2023 as increased hiring supports rising domestic consumption and as inflation recedes.
However, prospects for faster growth face serious risks due to developments beyond Cambodia’s borders.
Cambodia has a small economy that is open to outside trade and investment, and the global growth outlook is gloomy. Global trade growth slowed in the second half of 2022 and is projected to slow sharply in 2023. The economies of developing countries such as Cambodia are particularly vulnerable to rising inflation, slower global economic growth, decreased availability of energy supplies, and higher interest rates.
Cambodia’s manufacturing sector depends on export markets to thrive and would be negatively affected by an extended growth slowdown in its two largest export markets, the United States and the European Union. Similarly, investment and capital inflows would likely diminish as a result of a sustained slowdown in its largest source of foreign direct investment, China.
To shield its economy from a possible drop in external demand, Cambodia could take steps to strengthen its fiscal position and promote its domestic economy, particular its globally attractive tourism industry, said Mariam Sherman, World Bank Country Director for Myanmar, Cambodia and Lao PDR.
“Revenues are up, thanks to the economic recovery and administration improvements,” Salim said. “Broadening the tax base will help ensure the resources needed to promote Cambodia’s economy and weather slowing growth among major trading partners. Tourism and hospitality are particularly promising areas for growth.”
Looking farther into the future, Cambodia’s economy is expected to advance to a growth rate of around 6 percent, as international and domestic tourism adds strength. Participation in recently concluded trade agreements can boost agriculture and agroprocessing industries.
A Special Focus section looks at the impact of inflation on poverty. The section highlights the need to protect the most vulnerable people with an expansion of carefully targeted temporary social protection programmes.
