Cambodia to Conclude ASEAN’s Chairmanship in a Week

Samdech Akka Moha Sena Padei Techo Hun Sen, Prime Minister of the Kingdom of Cambodia, is going to end his term as the rotating Chair of ASEAN for 2022 in 8 days.
Samdech Techo Hun Sen this morning expressed his profound thanks to all ASEAN members and dialogue partners for supporting Cambodia’s ASEAN chairmanship.
“Between 120 to 130 documents have been adopted during Cambodia’s chairmanship, while 101 documents have been endorsed during the summits in November,” he said at the inauguration ceremony of Streets 146B and 148 in Preah Sihanouk province.
The Premier also spoke highly of the contribution of all ministries and institutions as well as the general public for the success of Cambodia’s chairmanship of ASEAN this year.
Besides, Samdech Techo Prime Minister appreciated the warm hospitality during his stay in Belgium to attend and co-chair the ASEAN-EU Commemorative Summit and in France for a working visit.

Cambodia, ADB Sign Loan and Grant Agreements to Boost Various Areas

The Ministry of Economy and Finance and the Asian Development Bank (ADB) have signed loan and grant agreements for six projects worth US$361.4 million in the areas of education, health, energy, trade, competitiveness, livestock, and marine fisheries production.
Deputy Prime Minister and Minister of Economy and Finance H.E. Dr. Aun Pornmoniroth and ADB Country Director for Cambodia Ms. Jyotsana Varma signed the agreements at an official ceremony in Phnom Penh today.
According to an ADB’s press release, with this, the total loans and grants this year are US$576.3 million, of which US$163.7 million is cofinancing from other development partners.
Together these projects will boost science, technology, engineering, and mathematics (STEM) education in Cambodia, expand health care coverage along border areas, accelerate the country’s clean energy transition, strengthen trade and competitiveness, and support climate-smart livestock and marine fisheries production.
“The six projects signed today will support various aspects of Cambodia’s socio-economic development in line with the government’s Rectangular Strategy IV. These projects will strengthen Cambodia’s health and education systems to boost human capital, address climate change through both mitigation and adaptation solutions, and enhance the country’s competitiveness,” said Ms. Varma.
The US$70 million Cambodia Science and Technology Project in Upper Secondary Education will help Cambodia develop high-quality human resources, especially in the STEM field, as the country aspires to transform itself into a technology-driven and knowledge-based economy. The project aims to increase the effectiveness of upper secondary education and targets to push high enrolment in new generation schools, especially girls.
The US$32.5 million Cambodia Greater Mekong Subregion (GMS) Border Areas Health Project will expand health care coverage to several thousand migrant workers vulnerable to communal health risks and for populations in border areas. The project will also pilot a low-cost migrant health insurance scheme and strengthen outpatient service utilisation at the Poipet Referral Hospital.
The US$73 million Energy Transition Sector Development Programme combines policy reforms and project investments that will mutually support each other to maximise gains and pave the way for public and private sector investments in critical new technologies such as energy efficiency and storage. The programme will also set clean energy targets for the country and integrate improved power development and energy use planning across sectors, including climate proofing critical infrastructure.
The US$50 million Trade and Competitiveness Programme will support government efforts in Cambodia’s post-pandemic economic recovery to reform the investment and business environment; foster the growth of micro, small, and medium-sized enterprises; and improve trade policy and trade facilitation. The programme will support 50,000 new small and medium-sized enterprises to register through the Online Business Registry.
The US$62.9 million GMS Cross-Border Livestock Health and Value Chains Improvement Project will help promote climate-smart livestock production and improve sustainability along the livestock value chain. The project targets to increase the formal regional trade in livestock and livestock products with neighbouring countries.
The US$73 million Sustainable Coastal and Marine Fisheries Project will target four coastal provinces in Cambodia to reverse the sharp decline in fisheries, promote sustainable mariculture, and enhance fish landing sites to improve seafood safety. The project is expected to regenerate about 40 percent of nearshore fishery into more productive and sustainable enterprise and increase incomes for a coastal community of about 200,000 people.
ADB is committed to achieving a prosperous, inclusive, resilient, and sustainable Asia and the Pacific, while sustaining its efforts to eradicate extreme poverty. Established in 1966, it is owned by 68 members—49 from the region.

Cambodia, China Reflect Joint Fight Against COVID-19

Cambodia and the People’s Republic of China (PRC) on Dec. 21 co-organised a workshop in Phnom Penh to review the bilateral cooperation against COVID-19 and discuss way forward.
Themed “Cambodia-China’s Shared Destiny in Fighting COVID-19″, the gathering was made possible through the collaboration among the Cambodia-China Friendship Radio, Cambodian Senate, China Foundation for Peace and Development, Cambodian Association of Research on Cambodia-China Progress.
Over 100 senior officials and representatives from the Cambodian Senate and Ministry of Health, the PRC Embassy in Cambodia, Chinese military and traditional medical teams, and Cambodian medical team joined the discussion.
H.E. Tep Ngorn, the Second Vice President of Cambodian Senate expressed his deep appreciation of PRC’s support for Cambodia’s response and containment of COVID-19, especially with medical equipment and in vaccinating Cambodians against the deadly disease.
With positive outlook for Cambodia-China cooperation going forward, Chinese Ambassador to Cambodia H.E. Wang Wentian updated the workshop on the China’s latest revision of its epidemic prevention and control policy to adapt to the emerging context.
H.E. Ms. Yuok Sambath, Secretary of State at the Cambodian Ministry of Health, applauded the flexibility of PRC’s leadership in the flight against COVID-19, stressing that the revision centred on the best welfare of Chinese people.
Moving forward, Cambodia and China will deepen the cooperation in the fight against COVID-19 including technical support and human resource development.

Cambodia sentences 36 opposition officials to prison terms on conspiracy charges

A court in Cambodia on Thursday sentenced 36 senior officials of the banned Cambodia National Rescue Party, most of whom have already fled the country, to between five and seven years in prison.
The opposition officials were convicted of supporting party Vice President Mu Sochua in her plan to return to Cambodia from the U.S. as part of what the court said was a conspiracy to overthrow the government.
The CNRP had been the country’s main opposition to Hun Sen’s ruling Cambodian People’s Party until late 2017. The Supreme Court dissolved the party after it made substantial gains in local communal elections.
The ban paved the way for the CPP to win every seat in the country’s National Assembly in the 2018 general election and kicked off a five-year crackdown on the political opposition that saw many of those affiliated with the CNRP arrested and detained on charges like conspiracy, incitement, and treason.
On Thursday, the Phnom Penh Municipal Court issued seven-year sentences to 11 CNRP officials, including President Sam Rainsy, who is currently living in self-exile in France, and Mu Sochua, who is based in the U.S. The court sentenced the 25 other officials to five years in jail. Only three of the defendants are expected to serve any time as they are the only ones currently in Cambodia.
“This is not fair!” Teang Chenda, the wife of defendant Voeung Samnang, told RFA following the verdict. “There is no evidence against him, but the court is giving him five years. We cannot accept this.”
Teang Chenda said that she has been facing financial difficulties since her husband’s arrest and detention.
Lor Chhunthy, a lawyer for the defendants, told RFA that he plans to file an appeal on their behalf.
None of the party officials are guilty of any crime, Ny Sokha, director of the Cambodian Human Rights and Development Association NGO, told RFA.
“We can’t prosecute people because they are using freedom of expression or expressing opposition views against the government. This [kind of sentence] doesn’t suggest that the country adheres to democratic principles,” he said.
Delay could prevent run
Meanwhile, civil society officials said Thursday that they fear the court’s long delay in announcing a verdict in CNRP cofounder Kem Sokha’s case could prevent him from running in Cambodia’s 2023 general election.
Kem Sokha, accused of treason, has been on trial for about two years. The court heard closing arguments in the case Wednesday, but will not announce its decision until March 3, leaving little time to prepare for next year’s polls.
Cambodian Human Rights and Development Association spokesperson Soeung Senkaruna told RFA that he believes the delay was intentional, and said it could undermine Kem Sokha’s political rights.
“If we talk about the schedule of the verdict announcement, it is only four months before the election, so it will be difficult to organize any political activities. [Kem Sokha] won’t have enough of a foundation to compete in the election or to be part of a fair competition,” he said.
Kem Sokha needs at least seven months to prepare, Kang Savang of the Committee for Free and Fair Elections in Cambodia told RFA.
“If [the verdict is announced] at the beginning of next month, he will be able to enter politics on time,” said Kang Savang.
RFA was unable to reach Cambodia’s National Election Committee for comment on Kem Sokha’s case.

Cambodia to Upgrade Existing Rails to High-Speed Rails

The Royal Government of Cambodian has determined to build high-speed rails to link the capital of Phnom Penh to economic poles in the country and with neighboring countries, which will generate huge economic benefits.
The rails should be upgraded to the high-speed ones, said Samdech Akka Moha Sena Padei Techo Hun Sen, Prime Minster of the Kingdom of Cambodia on Thursday, adding that new railway lines connecting the domestic tracks to neighbouring countries are in the government’s plan.
“We are conducting studies on the high-speed rails linking Phnom Penh to Preah Sihanouk province and to the border with Thailand,” the Premier said at the inauguration ceremony of Streets 146B and 148 in Preah Sihanouk province.
The high-speed rails would be built and renovated from the existing rails, he underlined, affirming that they will contribute to the country’s economic growth.
Cambodia now has two rail lines – the Southern Line, connecting Phnom Penh to Sihanoukville of Preah Sihanouk province, and the Northern Line, from the capital to Poipet city of Banteay Meanchey province, at the border with Thailand.
Royal Railway, a subsidiary of the conglomerate Royal Group, manages and operates the railways under a concessional investment.
