PANDA DIPLOMACY: FOSTERING MALAYSIA-CHINA RELATIONS AND ENHANCING ZOO NEGARA’S REPUTATION


KUALA LUMPUR, The “Panda Diplomacy” that strengthened bilateral relations between Malaysia and China has brought significant benefits through several recognitions to Malaysia, besides enhancing the reputation of Zoo Negara.

Through the presence of the giant pandas Fu Wa and Feng Yi lent by China to Malaysia on May 21, 2014, in celebration of the 40th anniversary of diplomatic relations, this pair subsequently gave birth to three cubs: Nuan Nuan on August 18, 2015, Yi Yi on January 14, 2018, and Sheng Yi on May 30, 2021.

The pair Fu Wa and Feng Yi, born on August 23, 2006, at the Wolong Panda Centre, Sichuan, China, were renamed Xing Xing and Liang Liang.

Deputy President of Zoo Negara Rosly @ Rahmat Ahmat Lana, in a recent meeting with Bernama, said that the birth of the three panda cubs in the country set a world record.

According to Rosly, most mammals like those in Singapore and Thailand are not born naturally.

“Panda cubs born here bring a good reputation to Zoo Negara because within a short period,
just one year, Nuan Nuan was born at the Giant Panda Conservation Centre (GPCC) of Zoo Negara.

“We are proud not only for being the fastest in the world but also for having three in 10 years, which is a world record,” he said.

Rosly mentioned that looking at the success recorded and the dedication of the GPCC team to ensure the mammals are well cared for, the Chinese government also recognised Zoo Negara as one of the best giant panda conservators in the world.

“GPCC, worth RM25 million, was completed in nine months to ensure that the pandas were placed in a location almost identical to their country of origin.’

“The Chinese government also praised the facilities at GPCC and the expertise of the staff as among the best in the world,” he said, adding that the average visitors from China were also amazed by the facilities at the location.

Asked about the ‘secret’ of the giant pandas successfully giving birth in Malaysia despite the differences in location and weather compared to China, Rosly did not rule o
ut the possibility that the mammals are comfortable at GPCC.

“Liang Liang had also given birth before, so the mammal is indeed fertile. Moreover, both pandas at GPCC appear very comfortable and happy in that location,” he said.

Reflecting on the approval process to loan both pandas, Rosly said it was obtained in a very short period of only two months.

“To obtain approval requires not less than six to eight years, for example, the United States needs 30 years, Thailand six to seven years, and Indonesia needs to wait eight years.

“However, because of Malaysia’s close relationship, our application was approved within two months,” he said.

Rosly also expressed gratitude because the presence of the giant pandas has made Zoo Negara a popular attraction, and thus help collect ticket sales.

“Before 2014, Malaysians who wanted to see pandas up close had to spend a lot either by going to Singapore or China.

“So when Xing Xing and Liang Liang arrived, many came to Zoo Negara to see pandas up close. This continued
for two to three years until we had to limit the time and number of visitors at GPCC during that time,” he said.

Asked about the status of the contract for the giant pandas, which will expire at the end of this month, Rosly said Zoo Negara has not been informed whether the agreement will be extended or not.

However, Rosly said with nearly 10 years of experience, the GPCC Zoo Negara team is always prepared if the contract is extended.

“But the contract cannot be extended for too long because Xing Xing and Liang Liang are already 18 years old.

“Usually, the lifespan of pandas living freely in the wild is under 20 years, while pandas exhibited can reach the age of 25,” he said.

JS-SEZ: JOHOR GOVT CONSIDERING POLICIES TO CURB PROPERTY PRICE SPECULATION


ISKANDAR PUTERI, The Johor state government is considering implementing policies to curb property price speculation associated with the establishment of the Johor-Singapore Special Economic Zone (JS-SEZ).

Menteri Besar Onn Hafiz Ghazi highlighted that the initiative stemmed from concerns expressed by diverse stakeholders, including the state’s residents and external investors, regarding the speculation surrounding escalating property prices amidst the ongoing development plans for the special economic zone.

He noted that property speculation has led to significant increases in land and residential prices in several areas, necessitating government scrutiny and control.

“Johor requires new policies to curb the escalating property speculation,” he said addressing the supplementary question by Datuk Pandak Ahmad (BN-Kota Iskandar) during the state assembly sitting at the Sultan Ismail Building here today.

Pandak inquired about the Johor government’s assurances regarding the welfare of residents, particularly
local fishermen’s safety at sea, and the anticipated increase in property prices in Iskandar Puteri following the implementation of JS-SEZ.

Onn Hafiz, who is also the Machap state assemblyman, emphasised the state government’s commitment to preventing property price hikes that would overburden Johor residents, making it difficult for them to afford property in the state.

“There may be certain premiums that can be introduced. The Johor government will also discuss the construction of more affordable homes in the JS-SEZ areas with the Ministry of Local Government and Housing,” he said while emphasising that any proposals regarding the JS-SEZ would prioritise locals.

On the matter of fishermen’s safety at sea, Onn Hafiz clarified that his recent meeting with fishermen’s associations discussed various initiatives and incentives by both the state and federal governments.

“Their safety also needs to be raised in joint management dialogues with the relevant ministries. There are 18 ministries engaged in discussi
ons to ensure that the concerns raised by all parties are taken into account,” he said.

In January, Prime Minister Datuk Seri Anwar Ibrahim and his Singaporean counterpart, Lee Hsien Loong, witnessed the signing ceremony of the Memorandum of Understanding on JS-SEZ between Malaysia and Singapore.

PWSC WORKING ON SWIFTLY RESTORING WATER SUPPLY TO 69,000 CONSUMERS


GEORGE TOWN, An electrical fault at the Bukit Dumbar Reservoir and Pump House Complex here early this morning disrupted water supply to approximately 69,000 consumers in the Barat Daya district.

Penang Water Supply Corporation (PWSC) chief executive officer, K. Pathmanathan, stated that their personnel are operating under the emergency response plan protocol to fully restore supply by 5 pm today.

“At 4 am today, the failure of an 11kV Medium Voltage Drive caused the Bukit Dumbar 2 Pump House to suddenly stop, hindering PWSC from pumping treated water from the Sungai Dua Water Treatment Plant to Barat Daya consumers, from Gelugor to Bukit Penara in Balik Pulau.

“We resumed operations around 6.30 am, after restoring the electrical system with the assistance of Tenaga Nasional Berhad and electrical contractors. Since then, our team has been conducting rapid air-purging work on all main pipelines in the affected areas to address the airlock,” he said in a statement today.

He noted that by 1 pm, water service
had been reinstated for approximately 40,000 customers, constituting 58 percent of those impacted.

On behalf of PWSC, Pathmanathan apologised for any inconvenience caused, clarifying that it was an unscheduled supply disruption due to the unexpected electrical fault.

He added that PWSC is making every effort to swiftly restore full supply.

“A total of 26 major areas were affected by the incident, including Bayan Baru, Jalan Pondok Upeh, Bayan Lepas, Jalan Teluk Kumbar, Batu Itam Bukit Belah, Jalan Tun Dr. Awang, Bukit Gambir, Jalan Sungai Tiram, Bukit Gelugor, Jalan Yeap Chor Ee19, Kampung Matahari Naik, Bukit Jambul, and the Lip Sin area, Bukit Penara,” he said.

He urged consumers experiencing supply issues after 5 pm today to contact PWSC’s 24-Hour Call Centre at 04-2558255 for advice and assistance.
