Samdech Akka Moha Sena Padei Techo Hun Sen, Prime Minister of the Kingdom of Cambodia, as well as other ASEAN Heads of State/Government and Russian President H.E. Vladimir Putin adopted three important documents at the 4th ASEAN-Russia Summit held via videoconference this afternoon.
The three adopted documents are (i) Comprehensive Plan of Action 2021-2025, (ii) ASEAN-Russia Statement on Building United Secure and Sustainable Region, and (iii) ASEAN-Russia Cooperation in the Field of Addressing and Countering the World Drug Problem, H.E. Kao Kim Hourn, Minister Attached to the Prime Minister told reporters after the summit.
According to H.E. Kao Kim Hourn, Samdech Techo Hun Sen, as the Country Coordinator for ASEAN-Russia Dialogue Relations, represented ASEAN to read the ASEAN Common Statement.
On political-security cooperation, he said, ASEAN understands that as the world enters a new era of technology, building a close and robust partnership to address common issues within this domain is very crucial. In this regard, we would like to note with satisfaction the successful convening of the 1st ASEAN-Russia ICT Dialogue. We would also like to thank Russia for its assistance in offering training courses on Counter-Terrorism and Transnational Crimes to experts from ASEAN member states and encourage Russia to further contribute. Moreover, we look forward to Russia’s support for the ASEAN Outlook on the Indo-Pacific, as well as the consideration of the possibilities to engage in other ASEAN’s priority areas of cooperation.
On enhancing economic cooperation, Samdech Techo Hun Sen continued, ASEAN and Russia shall fully implement the revised ASEAN-Russia Trade and Investment Cooperation Roadmap and ASEAN-Russia Trade and Investment Cooperation Work Programme 2021-2025 in order to boost trade and investment opportunities in the spheres of food and agriculture, transport, energy, tourism, and MSMEs. In line with living with COVID-19 in the new normal, where technology plays an essential role, ASEAN welcomes Russia’s proposal to designate the year 2022 as the ASEAN-Russia Year of Science and Technological Cooperation. We also highly appreciate Russia’s engagement with the ASEAN Smart Cities Network (ASCN) and welcome the project proposal of Innovations for Smart and Sustainable Cities in ASEAN and Russia. Concurrently, we are pleased that ASEAN and Russia have agreed to elevate our tourism consultations to the ministerial level.
On socio-cultural cooperation, he underlined, ASEAN would like to thank Russia for providing training courses for health specialists from ASEAN member states between 2019-2021, and we would like to encourage Russia to continue support in this area, as well as other human resource development within the region. ASEAN also looks forward to the conclusion and adoption of the ASEAN-Russia Plan of Action on Education (ARPAE) 2021-2025.
