Budgeting Officials Trained on Procurement Rules and Regulations

General Department of Public Procurement, Ministry of Economy and Finance, is training 150 officials of local budgeting departments – an effort of happening budgeting reform by the Royal Government of Cambodia.

Taking place at the Economics and Finance Institute here in Phnom Penh, the four-day training – from Dec. 20-23 – focuses primarily on public procurement rules and regulations.

The course will ensure smoothness, transparency, accountability, cost-efficiency and timeliness of the procurement work implemented by the local budgeting departments, said H.E. Dr. Hean Sahib, Secretary of State at the Ministry of Economy and Finance who chaired the opening of the session.

As part of its budgeting reform, since 2015 the Royal Government of Cambodia through the Ministry of Economy and Finance introduced the pilot full programme budgeting, including the qualification of public procurement process at both national and sub-national levels.

So far, ten relevant bodies have been introduced with the pilot programme wherein their officials are accordingly capacitated.

H.E. Dr. Hean Sahib expected that eleven more government bodies concerned will be included in the process in the up-coming 2017.
