Cambodian Information Minister Receives UN Special Rapporteur

Cambodian Minister of Information H.E. Khieu Kanharith met here yesterday afternoon with visiting Ms. Rhona Smith, the United Nations Special Rapporteur on the Situation of Human Rights in Cambodia.

In the meeting, H.E. Khieu Kanharith updated the UN human rights expert on the current media situation in Cambodia as well as the drafting process of Law on Access to Information which, according to H.E. Minister, would be adopted in mid-2019.

Different seminars will be held at both national and sub-national levels to raise people's awareness on the law, he added.

The meeting also touched upon the inter-ministerial Prakas between the Ministries of Information, Interior, and Posts and Telecommunications to manage the dissemination of news and information through websites and social media network.

H.E. Khieu Kanharith rejected the comments that the Prakas will restrict the freedom of expression, explaining that it is aimed to state clearly the responsibility of the three ministries when there is any online dissemination violating the laws.

For her part, Ms. Rhona Smith thanked the information minister for the meeting and sharing.

The UN special rapporteur is on an 11-day visit in Cambodia, from Oct. 29 to Nov. 8. Beside Cambodian senior officials, she also planned to meet with representatives of civil society and members of the diplomatic community.

Ms. Rhona Smith undertakes regular official missions to Cambodia and reports annually to the Human Rights Council, which appointed her as UN Special Rappoteur in March 2015. She will present her next report to the Council in September 2019.
