Government Forms Committee to Regulate Airport Concession Agreements

The Royal Government of Cambodia (RGC) has formed an inter-ministerial committee to review and regulate the existing airport concession agreements and to prepare the new ones for Phnom Penh and Sihanouk International Airports.

In a government’s decision issued on Sept 7, the inter-ministerial committee is chaired by H.E. Chea Sophara, Deputy Prime Minister and Minister of Land Management, Urban Planning, and Construction.

H.E. Mao Havannall, Minister in charge of the State Secretariat of Civil Aviation as permanent vice chairman, with 19 other high-ranking officials from relevant ministries and institutions as vice chairmen and members.

The committee is tasked to review and to study the existing concession agreements of Phnom Penh and Sihanoukville International Airports between the RGC and Cambodia Airports and the Cambodia Airport Investment Co., Ltd. (CAIC) in order to prepare new agreements.

It will work on the completion of the concession agreement between the RGC and the Cambodia Airports in order to operate the new investment company – the Angkor International Airport Investment (AIAI).

The inter-ministerial committee will negotiate with Cambodia Airports and CAIC on new Phnom Penh International Airport investment cooperation agreement.

It is also commissioned to work with Cambodia Airports to draw up a new agreement for Sihanouk International Airport by including the investment plan and new development time frame.

Cambodia has currently three international airports under the management of Cambodia Airports.

Three new international airports in Kandal, Siem Reap, and Koh Kong provinces are under construction.
