Her Majesty the Queen-Mother Welcomes Oil Refinery Construction in Cambodia

Her Majesty the Queen-Mother Norodom Monineath Sihanouk expressed her congratulations to the information about the construction of oil refinery in Cambodia whose first stage will finish in mid-2019.

Her Majesty the Queen-Mother also commended Samdech Akka Moha Sena Padei Techo Hun Sen, Prime Minister of the Kingdom of Cambodia, for his wise leadership.

I would like to inform all national and international compatriots that during Sangkum Reastr Niyum, our Kingdom of Cambodia built an oil refinery under a joint venture between the Kingdom of Cambodia with 65 percent share and Elf-Union, a private French company (35 percent) in Sihanoukville with a total investment capital of 220 million Riel, and the oil sale started on Jan. 1, 1969, she said in a recent royal message to Deputy Prime Minister and Minister of the Royal Palace Samdech Chaufea Veang Kong Sam Ol.

His Majesty the late King-Father Samdech Preah Norodom Sihanouk, then Head of State of Cambodia, inaugurated this achievement on Nov. 19, 1969, unfortunately this oil refinery was destructed by war after the coup d’etat on Mar. 18, 1970, Her Majesty the Queen-Mother added.

Early this month, a US$1,620 million oil refinery was broken ground in Tek Thla commune, Prey Nup district, Preah Sihanouk province with the capacity of producing 5 million tons of oil a year. The construction is divided into two phases � the first one will last from May 2017 to mid-2019 with an investment capital of US$620 millions and capacity of producing 2 million tons of oil a year for local consumption, while the second would begin in 2022 with an investment capital of US$1,000 million and yearly production capacity of 3 million tons of oil for local and foreign markets.
