Interior Ministry Tightens Issuance of Birth Certificates for Babies Born to Foreign Fathers

The Ministry of Interior has ordered commune/Sangkat councils nationwide to crosscheck before issuing birth certificates to babies born to Cambodian mothers, but foreign fathers. The move is to combat surrogacy in the country.

The order was made by Secretary of State for Interior H.E. Ms. Chou Bun Eng at a meeting held here on Feb. 8 on anti-human trafficking.

Speaking on the occasion, H.E. Ms. Chou Bun Eng said that surrogacy is illegal in Cambodia like in other countries and even though Cambodia has not had the surrogacy law yet, there are many relating laws in force including criminal code, civil code, child adoption law, Ministry of Health’s Prakas and other regulations which can be used to charge surrogate mothers and accomplices.

H.E. Ms. Chou Bun Eng called upon all involved parties and commune/Sangkat councils to provide inputs to charter surrogacy law.
