Man sentenced for fraud in boat scam

A former vice president for the Vietnamese Association in Kampong Chhnang province was sentenced to eight months in prison on Friday afternoon for breach of trust and fraud.

In addition to his jail term, Pham Yaingmen, also known as Chou Ba Toeung, 58, was ordered to pay $102,000 in damages and an additional 50 million riel (about $12,500) to the plaintiff, according to judge Kim Rathnarin at Phnom Penh Municipal Court.

Leng Phang Diep, the plaintiff, told police he had known Ba Toeung since 2012 when they had established a speed boat company in Kampong Chhnang province.

Phang Diep said he spent over $100,000 importing 65 speed boats from Vietnam; In 2013, however, Ba Toeung allegedly sold the boats without informing him.

The defendant was arrested on October 19 last year.

During his hearing on May 7, Ba Toeung admitted he had received money from the plaintiff but said it had gone toward the company’s overhead.

“I did not cheat him or exploit any profit,” he told the court.

Neither Ba Toeung nor his lawyer could be reached for comment yesterday.
