Ministries of Women’s Affairs and Justice Working on Draft Bill against Illegal Surrogacy

Ministries of Women's Affairs and Justice have been tasked to draft the law against illegal surrogacy considered as a new form of human trafficking.

As the Chairman of National Committee for Counter Trafficking (NCCT), Deputy Prime Minister and Minister of Interior Samdech Kralahom Sar Kheng shared the update when addressing the celebration of the National Human Trafficking Day yesterday afternoon at Koh Pich Convention and Exhibition Centre here in Phnom Penh.

According to the deputy prime minister, illegal surrogacy is degrading women and affecting morality in Cambodia, let alone its complicated fallouts.

With the assignment, Ministry of Justice is working on the content of the bill and will send it to Ministry of Women's Affairs for technical review.

Once the content is agreed by the two ministries, an inter-ministerial consultation will be organised to collect further buy-in for the law before submitting it for the review of the Council of Ministers.

Taking the opportunity, Samdech Kralahom Sar Kheng also urged Cambodians not to engage in the surrogacy as means for income generation.

Cambodian authorities by far have arrested about 50 suspects involved in the illegal practice.
