Cambodia Attends Preparatory Meeting for 3rd ASEAN Conference on Crime Prevention and Criminal Justice

Cambodia has attended the 1st Consultative Group Meeting to prepare for the 3rd ASEAN Conference on Crime Prevention and Criminal Justice.
Organised by the Thailand Institute of Justice, the meeting took place on Sept. 7-8 via Zoom with the participation of senior law officials from the ASEAN Member States, ASEAN Secretariat’s legal representatives and youth representatives.
The Cambodian delegation was led by H.E. Tanheang Davann, Director General of Justice Development of the Ministry of Justice and President of ASEAN Senior Law Officials Meeting (ASLOM) Leader of Cambodia.
In the meeting, the participants presented the concept papers for the 3rd conference, jail management in time of COVID-19 and assessment by youths attending the 2nd conference on the impacts of COVID-19.
They also exchanged views on the main topics of the conference, especially on crime prevention and criminal justice; and agreed in principle on how to respond to challenges related to crimes and criminal justice when ASEAN recovers from the COVID-19 crisis
They also discussed cyber crimes, justice reform and international cooperation for the discussion in the conference.
The 3rd ASEAN Conference on Crime Prevention and Criminal Justice is scheduled to take place in the fourth week of August 2022.

Cambodian Premier Shares Vision to Promote Economic Activities

Samdech Akka Moha Sena Padei Techo Hun Sen, Prime Minister of the Kingdom of Cambodia, shared the Cambodia’s vision to promote economic activities in the context of Covid-19 pandemic, in his remarks at the opening ceremony of the 18th China-ASEAN Expo held this morning via videoconference.
After his warm welcome to China as the host nation of this regional trade expo, Samdech Techo Hun Sen said China-ASEAN must continue promoting cooperation in all sectors, especially finance and trade, in order to accelerate the socio-economic recovery in the aftermath of the Covid-19 crisis through widening the openness of market and flows of free trade, as well as facilitation of investment flows, which would enable Cambodia and other countries in the region to promote exports of potential commodities and get more financial resources.
On behalf of the Royal Government and the people of Cambodia, Samdech Techo Hun Sen expressed his deep gratitude to the Government and the people of China for the assistance to the Royal Government and the people of Cambodia through all forms of supports, including Covid-19 treatment techniques, medical equipment, and especially the donation of the Covid-19 vaccines as well as the facilitation of vaccine purchases from China.
“I highly commend the Government and the people of China for the active participation and its leading role in the fight against the Covid-19 at the global level, via the production and distribution of vaccines, provision of medical equipment as well as experience-sharing on prevention, care and treatment for the Covid-19 patients,” he underlined.
For Cambodia, he said, despite being regarded as a country with limited resources, the Royal Government of Cambodia has committed to turning this Covid-19 crisis into an opportunity for more in-depth reforms, aiming to build a stronger and more resilient social and economic system to future crises.
For more than a year, the Royal Government of Cambodia, on one hand, has actively combatted the Covid-19 through the implementation of 03 key strategies, namely, prevention, treatment, and vaccination; while on the other hand, has implemented policies to sustain people’s livelihood and business activities across all sectors, added Samdech Techo Hun Sen, stressing that concurrently, to accelerate the re-opening of socio-economic activities and to prevent the spread of the new Covid-19 variants, the Royal Government of Cambodia has launched the Vaccination Campaign for Children and Youth aged 12 to under 18 on Aug. 1, 2021, and the 3rd Dose or Booster Dose Vaccination Campaign for frontline public officials.
As a result of these efforts, he pointed out, Cambodia has become a nation amongst others in the region and the world to have achieved remarkably high-rate of Covid-19 vaccination for its people. By the end of August 2021, compared with the plan, two-dose vaccination rate for the population over the age of 18-year is 86 percent, while the first-dose vaccination rate for children and adolescents from the age 12 to under 18-year is 81 percent. Cambodia will be able to achieve the goal of developing national herd immunity, and to gradually reopen socio-economic activities in the very near future. Given this opportunity, the Royal Government of Cambodia has proactively made unremitting efforts to improve business and investment environment as well as to enhance the competitiveness through the introduction and implementation of sharp measures for reforms, one after another.

53rd AEM-ASEAN Business Advisory Council Dialogue

Cambodia attended the 53rd ASEAN Economic Minister (AEM) and ASEAN Business Advisory Council ASEAN-BAC Dialogue held recently via videoconference.
H.E. Pan Sorasak, Minister of Commerce, and also ASEAN Economic Minister for Cambodia led the Cambodian delegation attending the meeting.
The minister thanked ASEAN-BAC and Joint Business Council (JBC) for facilitating regional recovery from COVID-19 and congratulated the progress it made to enhance the ASEAN Economic Community.
He also spoke highly of mutual cooperation and support for the economic recovery and encouraged relevant institutions to utilise the lessons learned from existing action plans to inform the new ASEAN initiatives.
The ASEAN Business Advisory Council informed the AEM about the priority and progress in implementation of its 2021 projects to share during the ASEAN Business and Investment Summit 2021 chaired by Brunei Darussalam.

Cambodia Seeks World Bank’s Support with Road Safety, Capacity Building and Road Improvement

Cambodia has requested the World Bank to support with road safety, capacity building and other road infrastructure improvement.
The request was made by H.E. Sun Chanthol, Senior Minister and Minister of Public Works and Transport, while holding talk with Ms. Maryam Salim, newly appointed Country Manager of the World Bank for Cambodia.
According to the minister, road safety is essential as traffic accidents is claiming four to five lives and injured 10 to 15 everyday in Cambodia.
The minister proposed the possibility of installing AI Camera and Weigh-in Motion Sensor Centralised Database Solution System along key national roads to reduce accidents, and monitor overweight transportation and speed.
He also encouraged the World Bank to consider supporting with lecturers and technical experts to support the capacity training at the newly established Techo Sen Institute of Public Works and Transport.
Speaking highly of Cambodia’s rapid development in the last two decades, Ms. Maryam Salim expressed her interest in the minister’s requests and will further look into them.

Cambodia, U.S. Laud Bilateral Military Cooperation

Cambodia and the United States of America have lauded their military cooperation and vowed to continue fostering their collaboration for their mutual interest.
The appreciation was underlined yesterday by H.E. Lt. Gen. Hun Manet, Deputy Commander-In-Chief of the Royal Cambodian Armed Forces (RCAF) and Commander of the Royal Cambodian Army, and H.E. W. Patrick Murphy, U.S. Ambassador to Cambodia, along with Col. Jacky Ly, the new Defence Attaché at the U.S. Embassy.
H.E. Ambassador mentioned about the importance in maintaining the bilateral military cooperation and the successful cooperation in the health sector to promote Cambodia’s public health.
H.E. W. Patrick Murphy also spoke highly of the just policy of the Royal Government on COVID-19 vaccination which has so far reached more than 90 percent of the target population.
In reply, H.E. Lt. Gen. Hun Manet reaffirmed the Royal Cambodian Army’s stance to continue the good cooperation with the American counterpart and looked forward to working closely with the new defence attaché to further boost both countries’ military cooperation.
He took the opportunity to thank the U.S. government and people for providing more than 1 million doses of Johnson& Johnson COVID-19 vaccine through COVAX Facility to Cambodia, which is part of the U.S.’ successive support for the Cambodian people in the fight against the pandemic.
