Phnom Penh Governor Meets Vientiane Counterpart

Active Role of Cambodian Parliament in APF Underlined

Cambodian parliament has played an active role in regional and global Francophone Parliamentary Assembly (Assemblée parlementaire de la Francophonie-APF) forum.

The note was highlighted by Samdech Vibol Pheakdei Say Chhum, President of Senate of Cambodia during a recent meeting here with visiting H.E. Christophe-André Frassa, President of the APF Political Commission.

Cambodian parliament and APF have forged a good collaboration through a range of mechanisms of APF including the technical cooperation, said Samdech Say Chhum.

Samdech Say Chhum appreciated H.E. Christophe-André Frassa’s visit, stressing that it will contribute to further strengthening and expanding the cooperation between Cambodian parliament and APF.

The Senate President also briefed H.E. Christophe-André Frassa on the general situation of Cambodia’s national elections since 1993, indicating that the elections were free, fair, and non-violent.

The government is working hard in promoting democracy, freedom of expression, political rights and beyond, he added.

H.E. Christophe-André Frassa spoke highly of intimate relations and cooperation between Cambodian parliament and Francophone countries.

Cambodia, Slovakia Hold Second Round of Bilateral Consultations

The Ministry of Foreign Affairs and International Cooperation (MFAIC) of the Kingdom of Cambodia and the Ministry of Foreign and European Affairs of the Slovak Republic held the second round of their bilateral consultations in Bratislava, Slovakia on Dec. 1.

The Consultations were co-chaired by H.E. Dr. CHEM Widhya, Secretary of State at the MFAIC and his Slovak counterpart H.E. State Secretary Mrs. Ingrid Brocková.

According to a press release of MFAIC AKP received this morning, at the outset, the two Secretaries of State briefed each other on the political and economic, and social situations in their respective countries, especially at the current time of the Covid-19 pandemic and war in a part of Europe. Mrs. Ingrid Brocková was deeply impressed by the high vaccination rate and how the Government of Cambodia effectively handled so successfully the pandemic and was particularly concerned with the security in Europe.

Bilaterally, both sides were determined to bolster potential bilateral cooperation through the exchanges of business delegations, including the two Chambers of Commerce, and continue extending each other mutual support in international organisations.

H.E. Dr. CHEM Widhya briefed about Cambodia’s Chairmanship of ASEAN under the theme “ASEAN – ACT: Addressing Challenges Together” which ended with the successful conclusion of the ASEAN 40th and 41st Summits and Related Summits in Phnom Penh, focusing on many critical issues facing the region and the world such as the worrying security situations, the economic slowdown coupled with rising inflation, the pandemic, climate change, food, and energy crisis, just to name a few, and potential and practical areas of cooperation that all players could forge together.

H.E. Mrs. Ingrid Brocková warmly congratulated and highly appreciated the Kingdom of Cambodia for the tremendous success of her ASEAN Chairmanship as reflected by the smooth 55th AMM and related ministerial Meetings as well as the 40th and 41st ASEAN Summits and Related Summits and for all the active role and efforts of the Cambodia Chair to mitigate regional tensions, particularly the Myanmar crisis.

Both sides touched on ASEAN-EU relations deemed of great importance to the two regions. They further shared the view that ASEAN Outlook on the Indo-Pacific (AOIP) and EU Strategy in the Indo-Pacific have similar visions, which focus mainly on maritime cooperation, connected, resilient, clean, and fair economy, connectivity, infrastructure development, and people-to-people exchange while agreeing that the EU Indo-Pacific Concept should complement the AOIP.

The two Secretaries of State also exchanged view on regional and international issues of common interests and concerns, in which they touched deeply on the war in Ukraine and the Myanmar crisis. H.E. Mrs. Ingrid Brocková pointed out that Slovakia is currently facing the challenges of oil and gas supply and continuous flow of refugees. She expressed her country’s sincere gratitude for Cambodia’s firm position at the United Nations.

On Myanmar’s situation, H.E. Dr. CHEM Widhya underlined the complexity of Myanmar’s political crisis and Cambodia’s endeavours as Special Envoy to push for the effective implementation of the Five Point Consensus (5PC) agreed by ASEAN Leaders in Jakarta on 24th April 2021. He added that the recent mass release of prisoners is an important gesture in the right direction to create a conducive environment for a dialogue process among all parties concerned in Myanmar.

Besides, they agreed that the power rivalry has exerted a negative influence on small States such as Cambodia and Slovakia. In this connection, they believed that it is crucial to uphold international law and multilateralism under the umbrella of international institutions such as the UN, ASEAN, and the EU.

Both sides agreed that the third Bilateral Consultation will be held in Phnom Penh.

ASEAN Governors/Mayors Committed to Strong Collaboration

ASEAN will continue strengthening and expanding the cooperation between its members for the interest of peoples in the ASEAN capitals toward achieving one ASEAN Community.

The commitment was underlined by H.E. Khuong Sreng, Governor of Phnom Penh capital of Cambodia, in the Plenary Session of the ASEAN Mayors’ Forum (AMF 2022) and the Meeting of Governors/Mayors of ASEAN Capitals (MGMAC 2022) in Phnom Penh on Dec. 2.

The meetings stand as a good opportunity for mayors and governors of ASEAN Capitals to share knowledge and experience in resolving challenges, especially for the post-COVID-19 recovery, said the governor.

Themed “Promoting Comprehensive Cooperation for Smart, Resilient, and Sustainable Cities”, the meeting of Governors/Mayors of ASEAN Capitals intends to promote smart, resilient, and sustainable cities.

The ASEAN Mayors Forum (AMF) was themed “Strengthening ASEAN Collaboration through Accelerating the Implementation of Smart, Resilient, and Sustainable Cities for Transformative and Inclusive Urban Living in the New Normal”.

Cambodia, Brazil Discuss Cooperation during 1st Bilateral Consultation

Cambodia and Brazil have discussed wide-ranging areas of bilateral cooperation in particular on diplomatic relation, trade, investment, education, sport, tourism, agriculture, human trafficking, demining and peacekeeping operation, during their first Bilateral Consultation.

According to a press release of the Cambodian Ministry of Foreign affairs and International Cooperation (MFAIC) AKP received this morning, H.E. Ouch Borith, Minister Delegate Attached to the Prime Minister and Standing Secretary of State of the MFAIC led a delegation to visit the Federative Republic of Brazil from Nov. 29 to Dec. 1, 2022 to co-chair the First Cambodia-Brazil Bilateral Consultation with H.E. Carlos Alberto Franco França, Minister of Foreign Affairs of the Federative Republic of Brazil.

Besides the above-mentioned areas, both ministers also expressed their optimistic views that there are many more opportunities for both countries to explore and reap benefits from, as the two countries continue to build stronger diplomatic ties and solidify cooperation in all feasible areas. Both sides had discussed the feasibility of opening resident embassies respectively in Brasilia and in Phnom Penh in the near future.

As the trade volume between the two countries is still modest, H.E. Ouch Borith proposed to have Business Forum organised on the sidelines of the next session of Bilateral Consultation in Phnom Penh to expand business-to-business activities.

On education, Brazil is pleased to offer 5 places a year to Cambodian students to study in Brazil. And on agriculture, as Cambodia and Brazil are in tropical climate, both expressed commitment to strengthen cooperation on agricultural sector by sharing technology, training and exchange visits of competent authorities. As for the demining and peacekeeping, H.E. Ouch Borith encouraged Brazil to cooperate with ASEAN and to provide training through the ASEAN Regional Mine Action Center (ARMAC), which is located in Phnom Penh.

On regional and international issues, the two sides discussed about ASEAN, MERCOSUR, FEALAC, and other matters in both Asia-Pacific and Latin America of common concerns. H.E. Carlos França commended Cambodia efforts for hosting and chairing ASEAN Summits and Related Summits successfully during this geopolitically challenging time, and appreciated Cambodia’s support for Brazil as Sectoral Dialogue Partner of ASEAN. H.E. Borith took good note of Brazil goodwill and commitment to strengthen relationship with ASEAN and to bridge closer cooperation between the two regions.

After the meeting, H.E. Ouch Borith signed the Memorandum of Understanding on Cooperation between the two diplomatic academies with H.E. Carlos França, and visited the Rio Branco Institute of the Ministry of Foreign Affairs of Brazil.

During the visit, H.E. Ouch Borith was invited to speak at a Seminar entitled: “Brazil and ASEAN” along with Brazilian Minister of Foreign Affairs, Senators, President of Cultural Foundation of Ministry of Foreign Affairs (FUNAG) and some other diplomatic corps including ASEAN diplomatic community based in Brasilia. In his speech, H.E. Borith touched on the success outcomes of Cambodia as the ASEAN Chair this year, and on the ways to strengthen relations between Brazil and ASEAN by promoting people-to-people connectivity, boosting trade and investment, enhancing food security cooperation, and collectively working in international peace and security endeavor.

During the stay in Brasilia, H.E. Ouch Borith also held a bilateral talk with Mr. Augusto Pestana, the President of Brazilian Trade and Investment Promotion Agency (ApexBrasil). H.E. Minister Delegate briefed President of ApexBrasil on Cambodian strong economic outlooks, speedy post-Covid-19 recovery, free trade agreements, and new and attractive investment law, all of which are favorable to Brazilian investors. Mr. Augusto Pestana expressed appreciation to Cambodian delegation visiting Brasilia and looked forward to expanding business-to-business activities to promote trade and investment between the two countries.
