Prime Minister Anwar’s Commitment to Addressing MA63 Issues Benefits Sabah’s Development

Kota Kinabalu, Malaysia – Prime Minister Datuk Seri Anwar Ibrahim’s tenure has seen significant strides in fulfilling Sabah’s demands under the Malaysia Agreement 1963 (MA63), positively impacting the development and socio-economic well-being of the state.

According to BERNAMA News Agency, Anwar’s genuine commitment to implementing MA63 has been evident through various successful initiatives. These include the transfer of regulatory power over Sabah’s gas supply to the state, a collaborative effort with Chief Minister Datuk Seri Hajiji Noor through the MA63 Implementation Action Council. Musli observed that Anwar’s understanding of federal principles and commitment to the prosperity of the country are reflective of the vision of Malaysia’s first Prime Minister, Tunku Abdul Rahman Putra Al-Haj.

Musli noted that while politicians understand the status and rights of Sabah and Sarawak, some challenges remain in the implementation phase, particularly among civil servants. He highlighted the ongoing sense of dissatisfaction in Sabah and Sarawak due to the partial implementation of MA63, emphasizing its significance in the context of the Federal system.

Anwar’s first year as Prime Minister also saw him taking measures to stabilize the country’s economy, including opting not to take a salary for his roles as Prime Minister or Finance Minister. The targeted subsidies implemented by his government have been effective, especially for Sabah, although Musli mentioned the need for clearer implementation methods and adequate supply of subsidized goods.

A milestone in realizing MA63 was the passing of the Gas Supply Bill 2023 by the Sabah State Legislative Assembly last January, following the transfer of regulatory power from the federal to the state level.

Borneo geopolitical analyst at Universiti Malaysia Sabah (UMS) Dr. Syahruddin Awang Ahmad commended the initiative by Anwar and Hajiji, which presents Sabah an opportunity to use its natural gas resources for development and progress. He stressed the importance of transparent, structural, and comprehensive implementation of policies related to natural gas, oil, and minerals, and agricultural products.

Syahruddin also suggested that the federal government implement policies like a cabotage policy to minimize costs for Sabah and Sarawak and expedite infrastructure development in these states to match progress in peninsular states.

UMS senior lecturer Assoc Prof Dr. Romzi Ationg acknowledged Anwar’s capability in fulfilling expectations through reforms promised before taking office. However, he noted that there is still room for improvement, particularly in focusing on development for states like Sabah. Romzi emphasized the importance of addressing issues related to Sabah and Sarawak’s rights more decisively, considering the current uncertain economic conditions.

Anwar faces challenges in his administration, and it is hoped that he can successfully navigate these while honoring the commitments under MA63.
