43rd AIPA General Assembly Reflects True Spirit of Solidarity, Unity and Commitment to Overcoming Current Challenges

The gathering of the 43rd General Assembly of ASEAN Inter-Parliamentary Assembly (AIPA) reflects a true spirit of solidarity, unity, and commitment to overcoming the current challenges to achieve a more peaceful and prosperous future for our region.
The note was underlined by His Majesty Preah Bat Samdech Preah Boromneath Norodom Sihamoni, King of Cambodia in a Royal Message on the occasion of the 43rd AIPA General Assembly, read by H.E. Cheam Yeap, First Vice President of the National Assembly of Cambodia and Chairman of Cambodian AIPA Delegation, adding that to attain that future, we must ensure that national and international development efforts are well aligned with the concepts of “Sustainability, ”Inclusiveness”, and “Resilience,” as reflected to the theme of the General Assembly.
“We gather today because we believe that inter-parliamentary diplomacy, partnership, and cooperation are crucial and that they need to be promoted in tandem with the efforts of our respective governments to give new impetus to drive our efforts toward attaining long-lasting peace and prosperity for our ASEAN Community,” he added.
According to His Majesty the King, the theme of this General Assembly “Advancing together for sustainable, inclusive and resilient ASEAN”, is highly relevant to the current situation facing our region. For ASEAN, the spirit of “Togetherness “has always been set as the backdrop of our collective efforts to keep our region peaceful over the last two decades. Undergirded by a strong intra-regional and inter-regional cooperation framework, the peace that ASEAN so cherished as created enormous socio-economic opportunity for our people. We have lifted millions of them out of poverty. We have created concrete employment opportunities for women and enhanced their future job prospects. We have invested in good education for our youth. We have improved the healthcare for our elderly people. We are blessed to be in a thriving region that continues to attract foreign investment, trade, and tourism to create more wealth and prosperity for our people.
But, emphasised the monarch, peace needs to be protected and constantly nurtured. Peace could be undermined at any moment by various traditional challenges, from near and far, as well as from non-traditional threats that could rock the stability of our society. The lingering impacts of the COVID-19 pandemic will be felt by our economies for several years or even decades. The political crisis in Myanmar not only exacerbates internal political violence and armed conflicts, but will deprive the people of Myanmar of the opportunity for human development. Worse yet, it can undermine the very foundation of our ASEAN Community, which we all have worked so hard to build.
The growing intensity of the rivalries between superpowers, and the recent threat to use nuclear weapons, are of great concern for the fate of humanity, he said, stressing that needless to say, we still have to deal on a daily basis with the looming climate change crisis and its recurrent disasters that have wreaked havoc on our food security and our people’s livelihoods.
“But these problems, as mind-boggling as they may seem, are not unsurmountable, provided we ACT TOGETHER to mobilise our human and intellectual resources, wisdom, and innovative technological advancements to address them. For that matter, ASEAN already has all the ingredients in place to deal with these issues. Anchoring on the Charter of the United Nations, our ASEAN Centrality will play a crucial role in promoting a rules-based international order for the greater benefit of our ASEAN people and beyond,” said His Majesty the King.

Australian Government Announces New Ambassador to Cambodia

Australian Government has announced the appointment of H.E. Justin Whyatt as new Ambassador to Cambodia in replacement of H.E. Pablo Kang.
The announcement was made by H.E. Mrs. Penny Wong, Australian Foreign Minister, through a media release dated Nov. 20.
H.E. Mrs. Penny Wong also thanked outgoing Ambassador H.E. Pablo Kang for his contribution to Australia’s interests during his tenure since 2019.
H.E. Justin Whyatt has been a senior official at the Australian Ministry of Foreign Affairs and Trade and Assistant Secretary of State for Indo-Pacific Strategic Affairs and Regional Maritime Affairs, and has worked in Washington and Phnom Penh.
Cambodia and Australia mark this year the 70th anniversary of establishment of their diplomatic ties.

AIPA to Promote the Strengthening of Multilateral System

AIPA will further promote the strengthening of multilateral system to be more open, inclusive, and rules-based as ASEAN reinforce its multi-stakeholder, multi-layered partnerships and cross-sectoral collaboration to ensure that the ASEAN Community is sustainable, inclusive and resilient.
The remarks were made by Samdech Akka Moha Ponhea Chakrei Heng Samrin, President of the National Assembly of Cambodia while presiding over the official opening ceremony of the 43rd General Assembly of ASEAN Inter-Parliamentary Assembly (AIPA).
Samdech Heng Samrin, also rotating President of AIPA, said promoting peace and tolerance at the national, regional and global levels is a never-ending quest, and our parliamentary diplomacy should continue to play a vital role in this regard.
“The inaugural ceremony of the 43rd General Assembly is being held in a peaceful and calm atmosphere in Phnom Penh. Yet the world in which we now live is different. Our region, ASEAN, and the world face mounting challenges and pressures from all sides,” he continued. “These include heightened geopolitical rivalries, a weakened multilateral system amid signs of economic fragmentation, tensions over Taiwan and the Korean peninsula, maritime disputes and the political and humanitarian crisis in Myanmar, which have seriously affected many countries worldwide. In addition, the conflict in Ukraine has added another layer of hardship to the issues of global energy and food security.”
To realise a sustainable ASEAN, Samdech Heng Samrin underlined, our collective efforts are required to bring about a recovery that promotes factors such as climate resilience, clean and renewable energy transition, green investment, and green and fair finance. These can be achieved through an environment, social, and governance focus that further attracts foreign direct investment to our region.
Legislative bodies must play an important role in promoting new models of development, balanced between environmental protection, economic growth, inclusiveness, and sustainability, he added.
Themed “Advancing Together for Sustainable, Inclusive and Resilient ASEAN”, the 43rd AIPA General Assembly is taking place from Nov. 20-25.

3rd National Games to Kick-Start This Evening

The 3rd National Games 2022 will kick-start at Morodok Techo National Stadium this evening under the presidency of Samdech Akka Moha Sena Padei Techo Hun Sen, Prime Minister of the Kingdom of Cambodia and his spouse, Samdech Kittiprittpundit Bun Rany Hun Sen.
There will be special activities such as traditional dancing, sports performances like martial arts and Bokator, firework display, and performances by the Royal Cambodian Armed Forces (RCAF) and Bodyguard Command in the opening-closing ceremonies of the games.
Yesterday afternoon, H.E. Thong Khon, Minister of Tourism and Chairman of National Olympic Committee of Cambodia (NOCC), and H.E. Hang Chuon Naron, Minister of Education, Youth and Sports held Krong Porli, a religious ceremony, to pray for the success of the 3rd National Games.
Lasting until Nov. 30, the National Games 2022 will take place at five destinations including Morodok Techo National Stadium in Phnom Penh and the provinces of Kep, Kampot, Preah Sihanouk and Siem Reap.
Approximately 6,000 to 7,000 delegates, coaches, and athletes join these important national games that include 38 kinds of sports and 7 kinds of para sports with a total of 405 sports disciplines.
The event intends to provide opportunities for all national federations to allow their national athletes to join the games to draw experience and further develop the capacity toward the 32nd SEA Games and the 12th ASEAN Para Games 2023 in the Kingdom.
The National Games were successfully held in 2016 and in 2018, but were postponed in 2020 due to the COVID-19 outbreak.

AIPA Vows to Strengthen and Enhance Cooperation

ASEAN Inter-Parliamentary Assembly (AIPA) on Monday was committed to enhance and strengthen cooperation on maintaining stability, security, sustainability and resilient development, and post-pandemic socio-economic recovery in the region and the world.
The commitment was made in the First Plenary Session of the 43rd AIPA General Assembly in Phnom Penh, chaired by Samdech Akka Moha Ponhea Chakrei Heng Samrin, President of the National Assembly of the Cambodia and Chair of the 43rd AIPA.
In the meeting, the AIPA delegation from each participating parliaments made their statements, emphasising that the 43rd AIPA will allow delegation to hold discussions and dialogues that provide excellent results in enhancing the role of AIPA.
They also stressed the significance of the parliamentary role in promoting regional cooperation, maintaining stability, security, economy, investment, tourism and socio-economic recovery in the post Covid-19.
AIPA delegations also highlighted the importance of enhancing cooperation, closer engagement between regional parliaments and dialogue partners, and deepening cooperation to respond more effectively to regional and global challenges.
In their statement, Deputy Secretary-General of ASEAN H.E. Tran Duc Binh and AIPA Secretary-General H.E. Ms. Nguyen Tuong Van spoke highly of the cooperation of AIPA, which has led to the development in the region, and urged AIPA to continue holding a series of talks and discussions to address the regional and global challenges to build a community with shared future.
The AIPA will begin the second round of the First Plenary Session this afternoon, at 4:00.
Themed “Advancing Together for Sustainable, Inclusive and Resilient ASEAN”, the 43rd AIPA General Assembly is taking place from Nov. 20-25.
AIPA members include Brunei Darussalam, Cambodia, Indonesia, Laos, Malaysia, Myanmar, the Philippines, Singapore, Thailand and Vietnam. But this year’s assembly groups only eight parliaments. Malaysia is not taking part due to weekend elections and Myanmar is not attending amid a political and humanitarian crisis.
