New German Ambassador Pays Courtesy Call on Cambodian PM

Samdech Akka Moha Sena Padei Techo Hun Sen, Prime Minister of the Kingdom of Cambodia, received here at the Peace Palace this morning a courtesy visit from H.E. Stefan Anton Messerer, newly-appointed Ambassador of the Federal Republic of Germany to Cambodia.
According to H.E. Eang Sophalleth, Assistant to the Cambodian Premier, H.E. Stefan Anton Messerer highly valued the rapid development of Cambodia, stressing that Germany is happy to assist Cambodia in its development process.
The new German diplomat pledged to do his best to further promote the relations and cooperation between the two countries, especially to boost more German investments in Cambodia.
H.E. Stefan Anton Messerer also spoke highly of Cambodia’s stance over the ongoing Russia-Ukraine war as well as its efforts in finding solutions to the Myanmar issue.
For his part, Samdech Techo Hun Sen expressed warm welcome to and congratulated H.E. Stefan Anton Messerer on his diplomatic mission in Cambodia, and profoundly thanked the German people and government for their support for the Kingdom, particularly in the fight against the COVID-19 pandemic, reaffirming that Cambodia’s development is inseparable from Germany’s assistance.
Regarding the Russia-Ukraine war, the Cambodian Prime Minister said the war is one thing, but another important thing is too much sanctions which have been affecting not only Russia and Europe, but also the whole world, including Cambodia. He therefore called for a revision of this issue.
On the Myanmar crisis, Samdech Techo Hun Sen re-emphasised the purposes of his visit to Myanmar early this year – cessation of violence, delivery of humanitarian aid to those in most need and encouragement for political dialogue – adding that we need to be patient and put more efforts for the happiness and peace of the people of Myanmar as well as the region and the world.

Khnar Phtol Temple in Siem Reap Province Being Restored

Technicians of the APSARA National Authority are working to restore the Khnar Phtol Temple in Srae Nouy commune, Varin district, Siem Reap province, which is being damaged gradually.
According to a news release of the APSARA National Authority this morning, experts from the authority’s Department of Conservation of Monuments and Preventive Archaeology are working to save this ancient temple from future loss using emergency support techniques and partially repairing and strengthening the brick structure.
The Khnar Phtol is a brick and laterite temple with two towers, and each tower has 4 metres wide, 6 metres long, and 6 metres high. The temple is located about 70 kilometres northwest of Siem Reap city and far from the downtown of Varin, so the maintenance and conservation have not been fully implemented in the past. Therefore, it is now observed that the structure of the stone and brick towers is severely damaged due to the large and small plants growing on the towers and the problem of regular waterproofing, causing the temple structure to be deformed in some parts.
Mr. Tan Sophal, Deputy Director of the Department of Conservation of Monuments and Preventive Archaeology, said that the Khnar Phtol Temple is a valuable national heritage that needs to be taken care of and protected at a high level because it is in precise shape. Tourists can visit and learn more about Khmer architecture and history related to the art of the temple structure.
On May 11, 2022, parts of the structure of the east gate of the South Tower, including the lintel and the colonnettes, were fallen due to natural factors. The remaining layer of brick above the lintel is also facing further falling down. Therefore, the APSARA National Authority has made efforts to find ways to prevent this temple by using temporary resistance techniques at the East Gate to reduce all those risks and have enough time to study in detail the whole level of damage, including preparation for long-term conservation and restoration programme in 2023 or 2024.
Mr. Tan Sophal added that the Cambodian technicians of the APSARA National Authority are currently working to preserve the temple in the second phase after the initial support, in which the emergency work is to repair the broken colonnettes, then we also can restore the lintel back to its original position in a safe condition, as well as restoring the brick walls and the two pilasters at the east gate of the south tower.
A detailed study of the history of the Khnar Phtol Temple will continue, with the establishment of an archeological excavation programme to examine all traces, including sculptures, artifacts, and other evidence of the true history of this temple structure.

PM Hun Sen and Spouse Recognised as “Korukun” of Cambodia Scouts

Prime Minister Samdech Akka Moha Sena Padei Techo Hun Sen and his spouse, Samdech Kittiprittpundit Bun Rany Hun Sen, President of the Cambodian Red Cross, have been approved to be “Korukun”, which refers to great merits that are revered and unforgettable, of Cambodia Scouts.
The unanimous approval was announced by H.E. Dr. Hang Chuon Naron, Minister of Education, Youth and Sports and President of Cambodia Scouts, at the closing ceremony of the Fourth-Mandate Conference of Cambodia Scouts, held here at the Institute of Technology of Cambodia this afternoon.
Speaking on the occasion, Samdech Techo Hun Sen thanked for the approval for him and his spouse to be “Korukun” of Cambodia Scouts.
The Premier reaffirmed that the Royal Government is giving priority to the strengthening of activities of the younger generations through the Cambodia Scouts. He thus called for the promotion of the scouts’ activities in contribution to the country’s socioeconomic development.
Cambodia Scouts is an active non-formal education movement that has supported the education system in Cambodia and has successfully participated in volunteer activities as well as implementing various community projects by connecting children and youth into communities.
Cambodia Scouts were formed in 1943 and joined the World Scouts on July 1, 2008. Cambodia Scouts are an important resource that must be developed to their full potential, physically, intellectually, socially and mentally, in order for them to become socially responsible citizens and active members of the community.

Samdech Techo Hun Sen Calls for Establishment of Senior Scouts at Educational Institutions

Prime Minister Samdech Akka Moha Sena Padei Techo Hun Sen has appealed to all public and private education institutions to cooperate with the Ministry of Education, Youth and Sports to establish senior scouts at their respective institutions.
The Premier made the appeal while presiding over the closing ceremony of Cambodia Scouts’ Conference, held at the Institute of Technology of Cambodia this afternoon.
Samdech Techo Hun Sen explained that senior scouts are the core force of morality because they are selected well, in terms of quantity and quality.
As the “Korukun” (great merits that are revered and unforgettable) of Cambodia Scouts, Samdech Techo Prime Minister urged for the strengthening of effectiveness of managing structure and activities of Cambodia Scouts at the capital, provincial, city, district and Khan levels, especially for the development of “policy and programme for senior scouts” to mobilise and manage scouts force.
Cambodia Scouts is an active non-formal education movement that has supported the education system in Cambodia. They are an important resource that must be developed to their full potential, physically, intellectually, socially and mentally, in order for them to become socially responsible citizens and active members of the community.
Cambodia Scouts are divided into three categories: junior scouts (9-11 years old), scouts (12-17 years old) and senior scouts (18-25 years old).

Cambodian PM: Politics Has No Single Standard

Samdech Akka Moha Sena Padei Techo Hun Sen, Prime Minister of the Kingdom of Cambodia, this afternoon emphasised that politics does not have a single standard, only sport does.
The Premier reiterated the remark at the closing ceremony of Cambodia Scouts’ Conference, organised at the Institute of Technology of Cambodia in Phnom Penh.
Samdech Techo Hun Sen recalled that from 1970 to 1975, Lon Nol occupied the seat at the United Nations because, as explained, at that time the Lon Nol regime was in control of Phnom Penh capital.
“But, from 1979 to 1991, it was interpreted differently. The capital was under our control, but they did not give us the UN seat,” he added.
Therefore, Samdech Techo Hun Sen underlined, politics has no single standard as it is generally attached with benefits. “I still insist that only sport has single standard, politics does not,” he said.
