Cambodia Commemorates 31st Anniversary of Paris Peace Agreement

Samdech Akka Moha Sena Padei Techo Hun Sen, Prime Minister of the Kingdom of Cambodia, expressed his congratulations to the 31st anniversary of the Paris Peace Agreement (Oct. 23, 1991-Oct. 23, 2022).
In a short message posted on his social media network this morning, Samdech Techo Hun Sen briefed some historical records towards the conclusion of the peace accord.
“This Oct. 23, 2022 is the 31st Anniversary of the Paris Peace Agreement (Oct. 23). 31 years ago, on Oct. 23, 1991, the four parties of Cambodia, including Samdech Techo Hun Sen representing the then Cambodian government, the FUNCINPEC movement represented by Samdech Preah Norodom Sihanouk and Samdech Krom Preah Norodom Rannariddh, the Khmer People’s National Liberation Front by Mr. Son Sann, and the Democratic Kampuchea (Pol Pot) by Mr. Khieu Samphan signed the peace accord in Paris, France in the presence of international witnesses from 18 countries, including the then UN Secretary-General to end the civil war in Cambodia,” wrote the Premier.
Prior to the conclusion of the Paris Peace Agreement on Oct. 23, 1991, there were two meetings between the former King of Cambodia, Samdech Preah Norodom Sihanouk, and Samdech Techo Hun Sen (the Sihanouk-Hun Sen negotiations) on Dec. 2-4, 1987 in Fère-en-Tardenois, France, and in Saint-Germain-en-Laye, France on Jan. 20-21, 1988.
Despite the Paris Peace Agreement of Oct. 23, 1991, Cambodia continued to face civil war caused by the Democratic Kampuchea (Pol Pot) group.
But, Samdech Techo Hun Sen underlined, it was the Win-Win policy (launched in Pailin) that completely ended the civil war in 1998 and since then the whole Cambodia has enjoyed full peace and happiness until now.

2022 Voter Verification and Registration Being Conducted Smoothly

The National Election Committee (NEC) has been conducting the verification and registration of voters for the year 2022 at the communes/Sangkat across the country.
The verification of voter list and voter registration, aiming to update the voter list to be comprehensive and accurate, will last for 50 days, from Oct. 20 to Dec. 8, 2022.
From Nov. 4 to 8, 2022, the voter registration offices will be moved to some villages in each commune/Sangkat, NEC pointed out.
According to a NEC’s report, during the first two days, 32,165 people have registered on the voter list, 5,857 names have been removed, 994 people have their data corrected, and 10,170 others have changed their addresses.

Only registered Cambodian citizens on the official 2022 voter list can to go vote in the 7th national election in 2023, the committee underlined.
According to the 2021 official voter list, Cambodia has in total 9,205,681 eligible voters, of them 4,904,832 are women. The figure represents 87.94 percent of the total population of 18 years old and up.
Cambodia is going to hold the 7th parliamentary election on Sunday July 23, 2023.

PM Praises Banteay Meanchey Authority for Efforts in Assisting Flood Victims

Prime Minister Samdech Akka Moha Sena Padei Techo Hun Sen has commended Banteay Meanchey provincial authorities for their efforts in assisting flood-affected victims.
Samdech Techo Hun Sen made the appreciation at a distribution ceremony of rice seeds to more than 5,000 flood-affected families in Banteay Meanchey province this morning.
On the occasion, each family received 100 kg of rice seeds, 50 kg of milled rice, canned fish, instant noodle … and some cash.
Eight cities and districts of Banteay Meanchey province: Serei Sophorn, Poipet, Mongkul Borei, Phnom Srok, Preah Net Preah, O’ Chrov, Thmar Puok and Malai have recently been hit by flash floods due to heavy rain and floodwaters from Thailand.
The floods have affected 15,506 families, equivalent to 65,688 people, killing 4 people. Besides, 36,059 hectares of paddy rice and thousands of hectares of other crops as well as physical infrastructure such as schools, pagodas, health centres and roads have been inundated.
Samdech Techo Hun Sen took the opportunity to call on his compatriots to continue to pay attention to COVID-19 even though Cambodia has not detected any new case in the past three days, by reminding them of the health preventive measures and encouraging them to get vaccinated to create a strong herd immunity.

NA President Re-appeals to His Compatriots to Take Part in Maintaining Peace

Samdech Akka Moha Ponhea Chakrei Heng Samrin, President of the National Assembly (NA), has sent a congratulatory message on the occasion of the 31st anniversary of the Paris Peace Agreement (Oct. 23, 1991-Oct. 23, 2022).
In the message posted on his official Facebook page this morning, Samdech Heng Samrin said that Paris Peace Agreement has brought about national unity, national reconciliation, peace and development to the Cambodian nation until the present day.
“Peace is an indispensable factor for the development of the nation,” the NA president underlined, re-appealing to his compatriots to join in maintaining the hard-earned peace.
For his part, Prime Minister Samdech Akka Moha Sena Padei Techo Hun Sen recalled key historical records towards the conclusion of the peace accord. But, he added, despite the Paris Peace Agreement of Oct. 23, 1991, Cambodia continued to face civil war caused by the Democratic Kampuchea (Pol Pot) group.

CPP President Congratulates H.E. Xi Jinping for Re-election as CPC General Secretary

Samdech Akka Moha Sena Padei Techo Hun Sen, President of the ruling Cambodian People’s Party (CPP) has extended his sincere congratulations to H.E. Xi Jinping on his re-election as General Secretary Communist Party of China (CPC).
“I am delighted to learn of your re-election as the General Secretary of the Communist Party of China (CPC) at the recent 20th CPC National Congress. On this auspicious occasion, I wish to extend, on behalf of the Cambodian People’s Party (CPP), my heartfelt congratulations to Your Excellency,” he wrote in his congratulatory message dated Oct. 23. “I would also like to take this opportunity to offer my sincere felicitations to all leaders and members of the CPC for the successful conclusion of the 20th CPC National Congress, which will provide a new momentum to building China into a great modern socialist country.”
Under H.E. Xi Jinping’s able and wise leadership, he continued, the world applauds China’s great success in poverty alleviation, technological innovation, scientific progress, and the building of socialism with Chinese characteristics. The historic achievements have benefited not only the Chinese people, but also the world at large.
“I have no doubt that with your far-sighted vision and tireless efforts, China will achieve greater success and realise the Second Centenary Goal as well as policies and targets set by the 20th National Congress of the CPC,” he said.
In terms of bilateral relations, the CPC president underlined, Cambodia and China have enjoyed growing excellent bilateral ties and all-round close cooperation, mainly due to CPP-CPC traditional friendship and cordial relations. Over the years, the CPP and the CPC have forged their ironclad friendship, which has constantly advanced Cambodia-China bilateral relations for the interest of the peoples of the two countries.
“I look forward to continuing working closely with Your Excellency to further strengthen CPP-CPC traditional friendship and take the Cambodia-China Comprehensive Strategic Partnership of Cooperation to a new height,” said Samdech Techo Hun Sen.
