AKP Phnom Penh–Prime Minister Samdech Akka Moha Sena Padei Techo Hun Sen said human resources constitute the main key for the development and national reform.
Addressing to the graduation ceremony of more than 2,000 students of the Royal School of Administration in Phnom Penh this morning, Samdech Techo Hun Sen said that an institution can be reformed only if it has human resources.
“Reform need capable human resources that can meet the needs of development,” the Premier underlined.
Samdech Techo Hun Sen also reiterated the necessity of the ‘Right to Life’, stressing that it is the basic of all human rights.
Moreover, Samdech Techo Prime Minister reaffirmed the priority to further protect and enhance the ‘Right to Life’.
