Opposition Leader Kem Sokha’s Trial to Go Ahead, Cambodia Says

The trial on treason charges of Cambodian opposition leader Kem Sokha will go ahead as scheduled on Jan. 19, with the government refusing to interfere, a government spokesperson said Friday.

Options for Kem Sokha’s release can be considered once the trial ends, however, spokesperson Phay Siphan told RFA. “In Cambodia, we can have political solutions only after the cases in court conclude.”

When Kem Sokha’s trial ends, Prime Minister Hun Sen can request amnesty from Cambodia’s king if he doesn’t think the release of the former opposition leader will harm national security and public order, Phay Siphan said.

Kem Sokha’s lawyers were not available for comment Friday but have previously said they want to see all charges dropped against him.

Kem Sokha, then president of the Cambodia National Rescue Party, was arrested in September 2017 in connection with an alleged plot said to be backed by the United States to overthrow the government of Hun Sen, who has ruled Cambodia for more than 35 years.

Cambodia’s Supreme Court dissolved the CNRP two months later in a move that allowed Hun Sen’s Cambodian People’s Party to win all 125 seats in Parliament in a July 2018 election and drew U.S. sanctions and the suspension of trade privileges with the European Union.

Speaking to RFA, political analyst Seng Sary said that several options now exist for the government to free Kem Sokha when his trial ends. “The court can acquit him of his charges and then politically rehabilitate him, or the court can convict him and then release him on Hun Sen’s request,” he said.

Scores of CNRP members and supporters have been incarcerated on charges widely regarded as politically motivated and are caught in a tortuous legal process made slower by COVID-19 restrictions in the country.

Friday, a court in central Cambodia’s Tboung Khmum province released two CNRP activists after they had served one-year prison terms on charges of “incitement.” Following their release, Mak Sam An and Prau Chan Thoeun told RFA they were arrested on Jan. 14, 2021, after monitoring the trial of other CNRP activists in Municipal Court in the capital, Phnom Penh.

“I didn’t do anything wrong. I just went to listen to the hearing, but they arrested me anyway. The authorities violated my freedom. I can’t accept this,” Mak Sam Ath said.

Am Sam Ath of the Cambodia-based rights group Licadho said the two CNRP members had simply exercised their rights and were unjustly convicted.

“We urge the authorities and the courts to respect people’s freedoms and implement the laws correctly instead of just charging them however they like. If they don’t, the people will criticize the authorities for carrying out politically motivated arrests,” he said.

Cambodia Ranks 4th for Medical Student Internship in France

Cambodia has topped the 4th for medical student internship in France.

The update was shared by H.E. Jacques Pellet, Ambassador of France to Cambodia in a signing ceremony of the declaration on purposes of cooperation between the French Embassy and University of Health Science (UHS) here in Phnom Penh on Thursday.

The French diplomat spoke highly of the good cooperation with the UHS, and underlined that the purpose of their cooperation will further promote training, research, exchanges of professors, researchers and students, infrastructure development and event organisation.

From his end, H.E. Prof. Saphon Vonthanak, UHS Rector, thanked all the French institutions supported by the French Embassy for their good collaboration and contribution to the university’s achievements.

From 1996 to 2020, some 903 Cambodian medical students have studied in France.

There are 58 more Cambodian medical students registered for their internship at 21 famous educational institutions in France.

Dauntri Dam in Battambang Province 61 Percent Complete

Dauntri Dam Development Project has been 61 percent complete as of January 2022.

The update was shared following the construction site inspection by H.E. Chuon Bithol, Under Secretary of State at the Ministry of Water Resources and Meteorology and H.E. Pen Thirong, Under Secretary of State at the Ministry of Economy and Finance.

Ms. Lee Hye Kyung, Director of Korea Eximbank/EDCF also joined the inspection of the dam development project implementation at Rokhakiri district of Battambang province on Jan. 13.

The construction was launched on Jun. 25, 2018, and is expected to be finished sometime in 2023.

Once ready, the Dauntri Dam Development Project will be able to supply water for thousands of hectares, especially for rice farming.

It will also contribute to increasing access to clean water among the locals.

COVID-19: 45 New Cases Detected; All Omicron

Cambodia’s Ministry of Health this morning announced the detection of 45 new cases of COVID-19, all of Omicron variant.

Six-teen (16) of the new infections were locally transmitted, while the rest were imported; bringing the tally to 120,773, including 320 Omicron confirmed cases (50 were Omicron community cases), it pointed out.

Meanwhile, it added, 17 more patients have successfully been recovered, and zero new death has been reported for ten days in a row; the total cured and death cases stood at 117,089 and 3,015, respectively.

The first COVID-19 case was recorded in Cambodia in late January 2020 in Preah Sihanouk province.

Many Species of Endangered Wild Animals Found in Wildlife Sanctuaries of Three Provinces

Automatic wildlife tracking cameras have captured many rare wild animal species in protected areas of Cambodia’s Pursat, Battambang and Koh Kong provinces.

The good news was shared on Jan. 14 by H.E. Neth Pheaktra, Secretary of State and Spokesperson at the Ministry of Environment, stressing that this is the second round of the tracking under the Cambodia Sustainable Landscape and Ecotourism Project of the Ministry of Environment.

The two-month and-a-half tracking from late October 2021 to early January 2022 captured ten endangered wild animal species, including Asiatic elephants, asbestos, small bears, big bears, wild dogs, hogs, yellow-throated marten, northern pig-tailed macaque, and some other mammals and birds.

The second-round tracking had installed 49 automatic cameras: 23 in the wildlife sanctuary in Pursat, 16 in the protected area in Battambang and 10 in the sanctuary in Koh Kong.

The main purposes of the tracking are to increase knowledge of on collection biodiversity data methods, identify the presence and absence of endangered and threatened wild animal species, and assess the status and distribution of important wildlife.

The first round of similar tracking was conducted from May 29 to June 4, 2021 at the wildlife sanctuaries in Pursat, Kampong Chhnang and Kampong Speu provinces, and images of endangered wild animals such as Asiatic elephants, clouded leopard, small bears, gaur, and deer.

Lasting from Oct. 17, 2019 to Dec. 31, 2025, the Cambodia Sustainable Landscape and Ecotourism Project is funded by the World Bank and implemented by the Ministry of Environment.
