Ministry of Health: No Human-to-Human Transmission of H5N1 in Cambodia

The Ministry of Health of Cambodia has rejected any incorrect or misinformation published by local and international media about H5N1 in Cambodia, stressing that there is no human-to-human H5N1 virus transmission in the Kingdom.
According to the ministry’s press release AKP received this morning, there have been only two cases of H5N1 detected at Rolaing village, Romleach commune, Sithor Kandal district, Prey Veng province as of Mar. 2, 2023. The two confirmed cases include an 11-year and 6-month-old girl who has passed away, and her father who has fully recovered and has been discharged from a district hospital.
“Both cases have been concluded as H5N1 virus transmission from poultry, and this event is NOT a human-to-human transmission,” underlined the source.
As of Mar. 2, 2023, it pointed out, a total of 51 samples from humans (20 close contacts, 31 with Influenza-like Illness symptoms) have been collected with all negative results. The investigation team is still on standby for active case finding and will collect samples for testing from individuals with Influenza-like Illness symptoms.
The Virology Unit at Institut Pasteur du Cambodge has confirmed the presence of A/H5N1 in the samples and has made the full genome virus sequence available on GISAID on Feb. 26, 2023. The A/H5N1 virus isolated from the case in Cambodia shows changes that are anticipated when the virus goes from a bird to a human, but this does not indicate that the virus is mutating or adapting to become human-to-human transmissible. The Cambodian A/H5N1 virus does not have the mutations associated with increased mammalian transmission.

Cambodia, France Foster Civil Service Reform Cooperation

The Ministry of Civil Service of Cambodia and the French Development Agency (AFD) have discussed their future cooperation focusing mainly on civil service reform.
The discussion took place in Phnom Penh this week. The Cambodian side was headed by H.E. Prum Sokha, Minister of Civil Service, while the AFD side was led by Mr. Eric Mousset, representative of Confluences, a subsidiary of AFD.
According to the ministry’s news release issued yesterday, in the meeting, Mr. Eric Mousset informed H.E. Minister of the AFD’s background and missions as well as its strategic plan in support of digital development in Cambodia.
For his part, H.E. Prum Sokha laid stress on the digital system being developed by the ministry in response to the Cambodia Digital Government Policy 2022-2025, including civil servants’ database management system, payroll management system, and the printing of civil servants’ smart ID cards.
The minister also recalled the fruitful outcomes of his recent visit to France, especially of his meeting with his French counterpart H.E. Stanislas Guerini, during which both sides agreed to continue their cooperation on human resource development through the Royal School of Administration and the French National Institute of Civil Service, and other priority areas.

Cambodia, South Korea Signed MoU on Social Security Fund

The National Social Security Fund (NSSF) of the Ministry of Labour and Vocational Training and the National Pension Unit of South Korea have signed a Memorandum of Understanding (MoU) on Social Security Fund.
The signing ceremony took place under president of H.E. Ith Samheng, Cambodian Minister of Labour and Vocational Training at the ministry’s office in Phnom Penh this week.
According to the Ministry of Labour and Vocational Training, the MoU will expand the service coverage for Cambodian workers in South Korea.
Through the MoU, the Royal Government of Cambodia will be able to protect the Cambodian workers through the NSSF mechanism, he added.
Mr. Kim Chi-mook, Director of the International Cooperation Centre of the National Pension Unit of South Korea, said the MoU will also ensure a better working relationship between the two funds through information exchange, human resource development, and worker safety cooperation.

Cambodia, Canada Satisfied with Bilateral Cooperation

Cambodian Deputy Prime Minister and Minister of National Assembly-Senate Relations and Inspection H.E. Mrs. Men Sam An received here on Mar. 2 visiting H.E. Victor Oh, a Canadian Senator representing Ontario.
On the occasion, H.E. Mrs. Men Sam An expressed warm welcome to the visit of the Canadian senator and informed him of the political and economic situation in Cambodia. She also laid stress on the potential of bilateral cooperation between both countries.
H.E. Victor Oh praised Cambodia for its rapid development as well as its effective control of COVID-19 pandemic, making the Kingdom among the leading countries in recovering from the COVID-19 crisis.
The senator underlined that the Cambodia-Canada bilateral relationship reflects the long-lasting strong friendship ties between the two governments, peoples and nations.

Preah Sihanoukraja Buddhist University in Battambang Opens India-funded IT Centre

Preah Sihanoukraja Buddhist University, Battambang (SBUBB), on Wednesday opened its IT Centre established as a Quick Impact Project under the Mekong-Ganga Cooperation with grant funding from the Government of India.
The inauguration ceremony was presided over by H.E. Dr. Devyani Khobragade, Ambassador of India to Cambodia and Most Ven. Vy Sovechea, President of SBUBB.
Speaking on the occasion, H.E. Ambassador and SBUBB President lauded the close civilisational and cultural links between Cambodia and India since ancient times, stressing that their bilateral relationship has stood the test of time.
Most Ven. Vy Sovechea thanked the Embassy of India for establishing an IT Centre at SBU, which is beneficial not only for young Buddhist monks, but also for the girl students and others from far flung areas as computer literacy is very important for the students in today’s era, he added.
For her part, H.E. Dr. Devyani Khobragade highlighted that SBUBB and Embassy of India are closest partners in the field of education and research and taking forth their common goal of spreading the ideals of Buddhism which is one of the strongest bonds between India and Cambodia. SBU Main branch and Battambang branch thus, played a very important role in promoting India-Cambodia relations in modern contemporary times
H.E. Ambassador added that India and Cambodia are celebrating 70 years of establishment of diplomatic relations. Their relations are growing in all fields whether it is political, commercial, information technology, tourism, culture, defence, and people-to-people contacts. She continued that capacity building is an important area of assistance exhorted more students and professionals from Cambodia to avail the 40 plus ICCR and 250 plus ITEC scholarships.
According to H.E. Dr. Devyani Khobragade, the Government of India is contributing towards socio- economic development of the people of Cambodia through such Quick Impact Project (QIP) under Mekong-Ganga Cooperation Framework, where in grant assistance is being provided for implementation of 10 projects every year with a capital cost of US$50,000/- for each project. The type of projects under QIP scheme include creation or up-gradation of physical infrastructure such as local community centres, schools, water resources, toilets, socio-economic projects in fields such as education, health, sanitation, child welfare, rural development, gender equality, women empowerment, IT, agriculture, and environment. The emphasis is on short gestation projects with direct benefit to the local communities.
