Prime Minister Samdech Moha Borvor Thipadei Hun Manet has encouraged all state institutions to develop and implement a lively and flexible action plan.
Addressing the closing ceremony of the annual meeting of the Ministry of Labour and Vocational Training at Sokha Phnom Penh Hotel this afternoon, the Premier said that a lively action plan is not the one written on the paper and implemented without thinking, but it should be a flexible one.
‘A lively action plan is to target competencies, while what is written on the paper should be revised to the hypotheses we want,’ he underlined.
Samdech Thipadei Hun Manet also laid stress on the importance of regular evaluation and monitoring, explaining that what was set last year based on the past and current situation may not be relevant to what will happen in the future, therefore a lively action plan is based on realism, not on theory.
