AIPA, EU Discuss More Cooperation on Sustainable Green Development

The ASEAN Inter-Parliamentary Assembly (AIPA) and European Union (EU) parliament have convened a dialogue to discuss more cooperation on sustainable green development.
The dialogue took place here in Phnom Penh on Nov. 23 under the chairmanship of H.E. Suos Yara, Chairman of the National Assembly (NA) Commission on Foreign Affairs, International Cooperation, Propaganda and Information, and H.E. Daniel Caspary, Chair of DASE (the European Parliament’s Delegation for relations with countries of Southeast Asia and ASEAN).
According to a press release of the NA’s General Secretariat, the discussion underlined comprehensive partnership and intimate cooperation in various sectors.
EU has supported ASEAN with healthcare assistance against the COVID-19 pandemic.
Both sides were committed to implementing the Statement of Chairman of the Meeting, Free Trade Agreement, AIPA General Assembly, EU Green Agreement, and so on.
Themed “Investing in Peace, Sustainable Development and Post-COVID-19 Recovery”, the meeting also discussed issues of war and peace, and post-COVID-19 economic recovery.

Autobiography of Future Cambodian PM Candidate Published

‘Influential Eldest Son’, an autobiography of a rising candidate for future Cambodian Prime Minister from the ruling Cambodian People’s Party (CPP) has been published.
According to its author, Mr. Pov Sok, a member of Khmer Writer Association, the book about Lieutenant General Hun Manet, features him since his childhood until his engagement in politics.
It does not only highlight Lieutenant General Hun Manet’s exceptional characteristics and qualifications, but also unveils his stand in ‘political battles’ and his milestone achievements especially in the fight against COVID-19, Cambodia’s in-depth military reform, international relations, humanitarian activities and beyond.
The 390-page autobiography, added Mr. Pov Sok, is now available at bookstores in Phnom Penh.
The historical book that took eight years to research and ten months to write will also be made available at libraries in the 25 capital and provinces of Cambodia.
Mr. Pov Sok thanked Samdech Kittiprittpundit Bun Rany Hun Sen, Cambodia’s First Lady and the mother of Lieutenant General Hun Manet for supporting him to publish the book.
Cambodian Prime Minister Samdech Akka Moha Sena Padei Techo Hun Sen, the respected father and role model of Lieutenant General Hun Manet, on Dec. 2, 2021 announced his support for his eldest son as the next Prime Minister candidate of the country.
In July 2022, Lieutenant General Hun Manet was unanimously elected by the Extraordinary Congress of the Cambodian People’s Party as the future candidate for Prime Minister.

Cambodia, Azerbaijan Sign MoU to Foster Bilateral and Multilateral Cooperation

Cambodia National Assembly (NA) and the House of Representatives of Azerbaijan have signed a Memorandum of Understanding (MoU) to foster bilateral and multilateral cooperation.
The signing ceremony took place this week under the presidency of Samdech Akka Moha Ponhea Chakrei Heng Samrin, Cambodian NA President and H.E. Ms. Sahiba Ali Gizi Gafarova, Speaker of the House of Representatives of the Republic of Azerbaijan.
H.E. Ms. Sahiba Ali Gizi Gafarova thanked the Cambodian host for inviting her delegation to attend the 43rd AIPA General Assembly and for the accreditation of Azerbaijani parliament as an AIPA observer.
She recalled that the official visit by Samdech Techo Prime Minister Hun Sen to Azerbaijan in 2014 has elevated the good cooperation between the two countries and extended an invitation to the Cambodian NA president to visit Azerbaijan in a near future.
Samdech Heng Samrin accepted her invitation and emphasised that the presence of the Azerbaijani parliamentary delegation in the 43rd AIPA General Assembly has hugely contributed to the successful organisation of the gathering.
The MoU signed by the two legislatures will bolster bilateral cooperation on parliamentary diplomacy.
Through this MoU, the two sides can work more closely together, and support each other at both regional and global inter-parliamentary forums.

OSH Management System Worth for Cambodia in Striving toward OSH Protection for Workers

Annually, work-related diseases and injuries were responsible for the deaths of around 2 million people, according to joint estimates from the World Health Organisation (WHO) and International Labour Organisation (ILO). Work-related diseases and injuries strain health systems, reduce productivity and can have a catastrophic impact on household incomes as well as country economy.
Mr. Leng Tong, Director of the Department of Occupational Safety and Health (DoSH) of the Ministry of Labour, said workers should be prevented with knowledge and protected from the national legal framework and programme at the country level.
He was speaking at the “Validation of Implementation of the 2nd Master Plan on Occupational Safety and Health (OSH) 2018-2022 and Consultation Meeting on the Draft 3rd Master Plan on Occupational Safety and Health (OSH) 2023-2027” on Thursday.
Mr. Leng Tong said the occupational safety and health management system in the workplace has been continuously improved through the preparation and expansion of the implementation of laws and regulations. So far, Cambodia has developed and implemented successfully the 1st and 2nd Master Plan on OSH, while also endorsed some of OSH legal documents include: the National OSH Profile, National Asbestos Profile, and also has in draft the National OSH Policy and National OSH Law.
“The 2nd master plan that is being validated today identifies six priority activities, included: Strengthened the national occupational health and safety system; strengthened inspection work and implementation of the occupational safety and health standards; promoted employer’s and workers’ participation in occupational health and safety activities; promoted and implemented special programmes for hazardous occupations; promoted occupational health and safety protection for small and medium enterprises; and workplaces of rural and informal economy sectors; plus supported occupational safety and health collaboration on child labour elimination, fight against drugs and communicable and non-communicable diseases at enterprises levels,” he added.
Mr. Sok Kin, President of Building and Wood Workers Trade Union Federation of Cambodia (BWTUC) said taking care of workers’ health is a need, therefore the involvement of all partners in this master plan on OSH development and implementation are crucial to make so that every partner has a role.
Kin added that the government shall move forward with the national OSH policy and national OSH law in the coming years for the effective of OSH implementation.
Mr. Yasuo Ariga, Chief Technical Advisor of the ILO/Japan Programme on Enhancing the Occupational Safety and Health Standard in Construction Sector in Cambodia, mentioned that OSH is an issue which we at the ILO take very seriously. The historical development that was made at the International Labour Conference (ILC), in June 2022, added safe and healthy working environment to Fundamental Principles and Rights at Work. This means that Occupational Safety and Health will become the fifth category to the 4 categories so far.
Mr. Leng Tong called for building a positive safety and health culture and addressing wider occupational safety and health issues in Cambodia will depend on continued strong commitment, collaboration and concerted action by the government, employers, trade unions, workers and all other stakeholders. Everyone wins when OSH is made a priority and when there is effective collaboration.
The 3rd master plan on OSH will continue serving as roadmap on OSH which consist of clear strategic objectives and activities with SMART indicators for Cambodia to move forward in 2023-2027.

KOICA, Preah Ang Duong Hospital, and CAMKAA Organise Social Activity at Green Bethel Community

The Korea International Cooperation Agency (KOICA) together with the Preah Ang Duong Hospital (PADH), and the Cambodia-Korea Alumni Association (CAMKAA) organised the “Social Activity” in Green Bethel Community, Khan Dangkor of Phnom Penh on Nov. 25.
According to a press release of KOICA Cambodia Office, the event was attended Mr. Rho Hyunjun, Country Director of KOICA Cambodia Office, H.E. Im Sour, President of CAMKAA, Mr. Nong Manith, Deputy Director of PADH, Mr. Moon Kyoungmin, Team Leader of KOICA’s Soksabay Team, and Mr. Hwang Kyucheol, Head of Green Bethel Centre, 25 KOICA Volunteers, 16 doctors and nurses from PADH, Green Bethel Community, students, and village people with a total of around 300 participants participated in the Social Activity.
The social activities were held under collaboration between local governments, Phnom Penh Capital Hall (PPCH), and Green Bethel Community (NGO).
Also during the event, Soksabay team of KOICA volunteers and CAMKAA members carried out activities together such as providing some donations, decorating on face for children, taking express photo, playing with soap bubbles, repairing pumping well, and painting murals on wall, playing sport game competition, playing popular games, providing education materials, echo bags, and snacks, and providing environmental hygiene education, and providing lunch boxes for students.
In addition, doctors and nurses from PADH will provide consultation service and also medical treatment to around 100 patients who have disease of eyes, and ears, nose, and throat (ENT), and general diseases in this Green Bethel Community.
Speaking on the occasion, Mr. Nong Manith said this was the first time that Preah Ang Duong Hospital worked with KOICA on the social activity. He looked forward to working with KOICA for the 2nd and 3rd time of this kind of “Social Activity” in the future.
For his part, Mr. Rho Hyunjun spoke highly of the social activity, saying that this initiative was the strong partnership and cooperation between KOICA Cambodia Office, Preah Ang Duong Hospital, CAMKAA, and Green Bethel Community.
In addition, he mentioned that “KOICA will continuously support the Government and the people of Cambodia, to make the country more beautiful and better place to live in”.
