Samdech Moha Borvor Thipadei Hun Manet, Prime Minister of the Kingdom of Cambodia, this afternoon invited his Laos counterpart H.E. Sonexay Siphandone to attend the Siem Reap-Angkor Summit on a Mine-Free World to be hosted by Cambodia later this year.

The invitation was made known in a joint press conference between the two Premiers following their bilateral summit held in Vientiane, as part of Samdech Thipadei Hun Manet’s two-day official visit in Laos.

‘I have invited H.E. Sonexay Siphandone to attend the Siem Reap-Angkor Summit on a Mine-Free World to be held in November this year,’ he said.

Regarding this summit, H.E. Ly Thuch, First Vice President of the Cambodian Mine Action and Victim Assistance Authority (CMAA) said recently that delegations of nearly 200 countries and territories would attend this important international event.

Cambodia has been elected by the 164 States Parties to chair and host the 5th Review Conference of the Convention on the Prohibition of the Use, Stockpiling, Production,
and Transfer of Anti-Personnel Mines and on Their Destruction, known as the Ottawa Treaty – the Siem Reap-Angkor Summit on a Mine-Free World – in Siem Reap cultural province, said H.E. Ly Thuch.

The CMAA’s first vice president added that the Ottawa Treaty not only helps clear mines and ammunition but also prevents possible dangers to people caused by explosive remnants of war (ERW).

Cambodia has been appreciated for her success in mine clearance and war-ending efforts, bringing about peace and development to her people, underlined H.E. Ly Thuch.

Prime Minister Samdech Moha Borvor Thipadei Hun Manet has confirmed that Cambodia will host the CLV Summit in late 2024 to boost the cooperation between the three neighbouring nations – Cambodia, Laos and Vietnam.

The Cambodian Premier made the confirmation at a joint press conference held in Vientiane, Laos this afternoon, after his bilateral summit with his Lao counterpart H.E. Sonexay Siphandone.

Besides the CLV Summit, Cambodia will also host a CLV defence ministers’ meeting as well as the second humanitarian disaster relief exercise at the end of this year.

The CLV Summit aims to bolster and consolidate friendly relations, tighten solidarity and comprehensive cooperation, with a focus on socio-economic development, defence-security cooperation, and people-to-people exchanges for the sustainable development of the three countries and the region.

The CLV area includes Cambodia’s four provinces (Stung Treng, Rattanakiri, Mondulkiri, and Kratie), Laos’ four provinces (Attapeu, Sekong, Salavan, and Champ
asak), and Vietnam’s five provinces (Dak Lak, Gia Lai, Kon Tum, Dak Nong, and Binh Phuoc).

It covers 144,600 square kilometres and has a total population of 6.7 million.

Leaders of Cambodia and Laos this afternoon shared their optimism and commitment over a deeper cooperation between the two neighboring nations.

This commitment was underscored at a joint press conference held in Vientiane by Samdech Moha Borvor Thipadei Hun Manet, Prime Minister of Cambodia, and his Lao counterpart H.E. Sonexay Siphandone, during the former’s official visit in Laos on Mar. 25-26, 2024.

H.E. Sonexay Siphandone said the two sides agreed to continue to implement the already-signed agreements and memorandums of understanding and vowed to promote a deeper and more effective cooperation.

For his part, Samdech Thipadei Hun Manet mentioned that numerous points related to the fields of energy, economy and trade, transport and service, tourism, connectivity, border issue, and military cooperation, as well as security issue were on the agenda of the bilateral summit between the two leaders.

‘We are totally optimistic about our relationship and cooperation,’ the Cambodian Premier underlined.

On the
regional issue, Samdech Thipadei Hun Manet reaffirmed Cambodia’s full support to Laos as the rotating Chair of ASEAN this year, and announced to donated US$ 1 million to Laos for the organisation of the ASEAN Summit and related meetings.

Following their bilateral summit, both Prime Ministers witnessed the signing ceremony of seven cooperation deals, including the Exchange of instruments of ratification of the State Boundary Treaty between Cambodia and Laos; Minutes on the exchange of instruments of ratification of the State Boundary Treaty between Cambodia and Laos; Agreement between the Royal Government of Cambodia and the Government of Laos on New Energy Cooperation; Memorandum of Understanding between the Ministry of Mines and Energy of Cambodia and PHONGSUBTHAVY GROUP SOLE CO., LTD. on the purchase of green energy from “XEKHAMAN II Hydro and Wind Power Hybrid Projects” in Laos to Cambodia; the Memorandum of Understanding between the Ministry of Mines and Energy of Cambodia and XAYSANA Group, WIS and SISA
N INTERNATIONAL JOINT DEVELOPMENT SOLE, LTD. on energy purchase from the ‘Nam Emoun 1, 2 Hydro, Pump Storage and Wind Power Hybrid Projects’ in Laos to Cambodia; the Memorandum of Understanding between the Ministry of Mines and Energy of Cambodia and the Electricité du Laos (EDL) on the purchase of green energy from the ‘Green Energy Supply of 1000 MW Combination of Hydro, Wind and Geothermal Projects’ in Laos to Cambodia; and the Memorandum of Understanding between the Ministry of Mines and Energy of Cambodia and PSG CORPORATION PUBLIC COMPANY LIMITED on the purchase of green energy from the ‘Xekong Pump Storage Power Project’ in Laos to Cambodia.

Samdech Akka Moha Sena Padei Techo Hun Sen, President of the Supreme Privy Council to His Majesty the King, will lead a high-level delegation to attend the Boao Forum’s annual conference in China’s Hainan province from Mar. 27 to 29, at the invitation of H.E. Li Baodong, Secretary General of the Boao Forum for Asia.

Samdech Techo Hun Sen’s upcoming participation was announced by the Cambodian Ministry of Foreign Affairs and International Cooperation in a press release issued this evening.

Samdech Techo will deliver a speech at the opening of the conference whose theme this year is “Asia and the World: Common Challenges, Shared Responsibilities,” the source pointed out.

According to the press release, the forum brings together government, business and academic leaders with international and regional organisations to discuss major development issues and promote international cooperation.

On the sidelines of the forum, it added, Samdech Techo will meet senior Chinese leaders including H.E. Zhao Leji, Chairm
an of the Standing Committee of the National People’s Congress, H.E. General He Weidong, Member of the Communist Party of China (CPC) Central Committee Political Bureau and Second Vice Chairman of the Central Military Commission, and H.E. Feng Fei, Secretary of the Hainan Provincial Committee of the Communist Party of China.

Samdech Techo is also scheduled to visit the Chinese Academy of Tropical Agricultural Sciences and Wenchang International Aerospace City with the aim of fostering cooperation between Cambodia and China in the field of agricultural development and technology.

Samdech Techo Hun Sen will be accompanied by H.E. Prak Sokhonn, Member of the Supreme Privy Council, H.E. Deputy Prime Minister Sun Chanthol, First Vice-Chairman of the Council for the Development of Cambodia, H.E. Mrs. CHAM Nimul, Minister of Commerce, and H.E. Hem Vanndy, Minister of Industry, Science, Technology and Innovation, along with senior government officials and leaders from the Cambodia Chamber of Commerce.
